About this file
This is a Request for Information (RFI) issued by the Department of the Army for Base Life Support services and facility rehabilitation supporting Exercise Angkor Sentinel 2027 (AS27) in Cambodia. The RFI seeks market research and industry capability assessments to establish standardized Cost Breakdown Structure (CBS) and Rough Order of Magnitude (ROM) estimates. Responses are due by 30 September 2026 (Hawaii Time, 5PM) to uchechukwu.mbawuike.mil@army.mil, with questions due by 25 September 2026.
The acquisition comprises four distinct components: Component 1 covers external expeditionary Base Life Support (BLS) for 100 US Army Soldiers during a 24-day continuous operational period (7-day ADVON phase February 8-14, 12-day main exercise February 15-26, and 5-day Reverse ADVON February 27-March 3, 2027) at the Multinational Peacekeeping Force Training Center in Cambodia. This includes 100% self-sufficient billeting tents with climate control, 24/7 prime and backup power generation with fuel delivery, external latrines, handwash stations, shower trailers, potable water storage and distribution (120,000 gallons capacity), blackwater and greywater extraction, solid waste haulage, pest control, and laundry services. Components 2, 3, and 4 present three mutually exclusive facility rehabilitation options: a 3-month rapid execution focused on weatherproofing and life-safety remediation; a 6-month intermediate modernization including mechanical, electrical, and plumbing (MEP) replacement; and a 12-month comprehensive master overhaul transforming the compound into a state-of-the-art permanent training hub. All facility work encompasses rehabilitation of eight barracks compounds, a dining facility with cooking area, classroom facilities, medical aid station, and central restrooms. Cross-cutting mandates require vendors to comply with Cambodia vector and pest control standards, solid waste disposal protocols, closed-loop wastewater extraction and treatment, and potable water quality standards (coliform-negative, 0.2-2.0 ppm free available chlorine). Vendors must submit corporate profiles, supply chain assessments, subcontractor and local labor capabilities in Cambodia, environmental licensing documentation, risk analyses, and overall ROM pricing estimates across all components. The Government has clarified this RFI does not constitute a binding commitment and will not reimburse respondent costs.

1. Executive Summary & Acquisition Background (BLUF) This RFI is to establish a standardized Cost Breakdown Structure (CBS), Rough Order of Magnitude (ROM) estimates, and industry capability assessments for Base Life Support (BLS) and permanent facility rehabilitation supporting Exercise Angkor Sentinel.
The acquisition framework isolates External Expeditionary BLS (Component 1)—tailored around strict ADVON, Main Body, and Reverse ADVON exercise execution dates—from Three Mutually Exclusive Facility Upgrade Timelines (Components 2, 3, and 4) designed to achieve a 100% turnkey rehabilitation of all permanent installations under 3-Month, 6-Month, or 12-Month Periods of Performance (PoP).
Cross-cutting services—including vector/pest control, solid waste management, and black/greywater removal—are integrated into each component to maintain force health protection and environmental compliance.

8. Cross-Cutting Environmental & Sustainment Mandates All vendors submitting ROM estimates must factor the following technical performance parameters into their unit pricing across all four components:
1. Vector & Pest Control
2. Solid Waste Disposal
3. Blackwater / Greywater
4. Potable Water Compliance
Comply with Cambodia Vector and Pest Control Standards
Covered dumpsters, daily haulage to licensed landfills.
Certified vacuum pumping & off-site biological treatment.
FWRA Approved Vendors (coliform/chlorine).
Integrated Pest & Vector Management (IPM): Strict compliance with the Cambodia Standards. Mandatory mosquito abatement targeting Aedes and Anopheles species (Dengue/Malaria mitigation), subsurface termite barriers, and indoor baiting.
Solid Waste Management: Provision of heavy-duty covered roll-off dumpsters. Mandatory daily collection, sorting, and manifest-tracked disposal at authorized provincial municipal landfills. No open burning or burying permitted.
Wastewater & Blackwater Extraction: Closed-loop vacuum extraction from mobile units and permanent septic tanks. Disposal must occur at verified government-certified wastewater treatment facilities.
Potable Water Quality Standards: All water deliveries and plumbed potable lines must be certified negative for coliform bacteria and heavy metals, maintaining a free available chlorine (FAC) residual between 0.2 and 2.0 ppm at all points of distribution. FWRA Approved sources.
