About this opportunity

The Department of the Interior's Interior Business Center, Acquisition Services Directorate, issued a Request for Information (RFI) on January 22, 2026, regarding Arlington House Fresco Conservation Services. This RFI is being published in support of the National Park Service's George Washington Memorial Parkway to solicit market research and vendor feedback on the potential conservation of historic frescoes at Arlington House, located within Arlington National Cemetery in Arlington, Virginia. The RFI is issued solely for information and planning purposes and does not constitute a commitment to contract or guarantee a future solicitation. The government seeks to use responses to inform the development, clarification, and finalization of the Statement of Work and overall acquisition strategy for this conservation project.

Prospective contractors must submit a completed fillable RFI form and a capabilities statement not exceeding two pages by 3:00 PM Eastern on February 3, 2026, to hanna_mershman@ibc.doi.gov. The capabilities statement should address core competencies in fresco conservation, professional certifications and accreditations, past performance on similar projects, and business size designations. Eligible contractors should possess specialized expertise in wall painting conservation and fresco restoration, with key personnel including individuals holding Professional Associate or Fellow status from the American Institute for Conservation of Historic and Artistic Works (AIC), conservators with a minimum of 10 years' experience and a master's degree in Art Conservation, and materials analysts with relevant advanced degrees. The anticipated period of performance is April 1, 2026, through March 31, 2027, with work classified under NAICS code 711510 (Independent Artists, Writers, and Performers), and all respondents should note that submission costs are the responsibility of the vendor and that all submissions become government property and will not be returned.
