About this opportunity

The Department of Veterans Affairs (VA) has issued a Request for Information (RFI) seeking industry feedback on a draft Performance Work Statement for an Ambient Scribe solution. The proposed project aims to implement a Commercial-Off-the-Shelf (COTS), cloud-based AI-driven system that can transcribe clinical encounters and generate medical notes automatically. The technology will integrate with the VA Electronic Health Record (EHR) system, allowing healthcare providers to record encounters without manual data entry and generate draft clinical documentation in near real-time. The system is designed to function across various clinical settings, including areas with poor wireless connectivity, and must enable providers to edit notes before final submission. The anticipated contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) with a potential ceiling of $400 million and a four-year performance period.

The RFI invites potential contractors to provide comprehensive feedback on the draft Performance Work Statement, with responses due by January 18, 2025. The VA seeks input on potential contract structure, obstacles to proposal submission, vendor background and AI healthcare experience, and recommendations for solicitation approach. Contractors should be prepared to demonstrate capabilities in developing AI solutions for healthcare settings, with particular emphasis on integration with EHR systems and compliance with VA's Trustwordy AI Framework. The initial implementation will target up to five VA Medical Centers during an 18-month base period, with options for expansion. Eligible participants should be prepared to provide detailed company information, including UEI, CAGE code, recommended NAICS code, and socioeconomic category. The VA anticipates releasing the full solicitation in the second quarter of fiscal year 2025, with the goal of developing a sophisticated, user-friendly ambient scribe solution that improves clinical documentation efficiency.

Update #2 · Latest ·

The scope of work is to provide a Commercial-Off-the-Shelf (COTS), cloud-based, ambient scribe solution, which utilizes AI techniques and technologies, and a Software as a Service (SaaS) delivery model, to transcribe clinical encounters and generate notes. The tool will integrate with the VA Electronic Health Record (EHR) and workflows such that providers can initiate encounter recording without manual entry of patient identifying information, and draft notes can be automatically inserted into the EHR without copy and paste manual effort.

The system shall run passively on Government equipment during clinical encounters and generate draft clinical documentation following the encounter in near real-time. The system should work in a variety of clinical settings, including those with poor wireless signals and/or poor cellular data, as well as in a variety of room sizes and setups. Providers shall have the opportunity to edit the note prior to signing it in the EHR. The tool shall be integrated with the EHR and workflows such that providers can initiate encounter recording without manual entry of patient identifying information, and draft notes can be automatically inserted into the EHR without copy and paste manual effort.

The purpose of this RFI is to seek industry feedback pertaining to the attached draft Performance Work Statement (PWS). Feedback may include but is not limited to: how the PWS could be improved, what obstacles may prevent companies from submitting proposals, company background and experience in the field of artificial intelligence, recommendations on possible solicitation structure, and any other considerations the Government should take into account.
