About this opportunity
The U.S. Army Product Manager Soldier Clothing and Individual Equipment (PdM SCIE) is conducting market research to identify domestic manufacturers capable of producing the All Range Tactical Clothing (ARTC) Softshell Jacket and Softshell Trousers, which are part of the Army's next-generation cold weather clothing system. The procurement is specifically seeking Berry Amendment compliant garment manufacturers who can demonstrate capability to produce these tactical clothing items. Vendors must respond within 21 days with detailed company information, including business size, contact details, CAGE/DUNS numbers, and production capabilities. Evaluation criteria include maximum monthly production capacity, production lead times, pricing estimates, and a comprehensive statement of capability demonstrating background and experience in producing similar government products. Key dates include a response deadline of January 28, 2025, and a seven-day window for submitting questions from the posting date.
No specific set-aside designation is currently attached to this opportunity, and no incumbent contractors are mentioned in the pre-solicitation notice. While specific award values are not disclosed, vendors are required to provide estimated pricing per garment during full rate production and may submit step pricing estimates. The Army is seeking vendors who can provide detailed production information, including minimum sustaining rates, monthly projected deliveries, and any potential limiting factors affecting production capacity. A draft Technical Data Package (TDP) is available upon request, which includes a bill of materials based on prototype production, though the final design may differ. The market research is explicitly not a formal solicitation, but rather an information-gathering exercise to develop a potential future acquisition strategy for the ARTC Softshell Uniform program.
