About this opportunity

The U.S. Army Product Manager Soldier Clothing and Individual Equipment (PdM SCIE) is conducting market research to identify domestic manufacturers capable of producing the All Range Tactical Clothing (ARTC) Insulated Liner Jacket, which is part of the Army's next-generation cold weather clothing system. The market investigation seeks Berry Amendment compliant garment manufacturers with the ability to produce this specialized military apparel. Vendors responding to this Sources Sought notice must provide comprehensive information including company details, business size, contact information, production capacity, pricing estimates, and a capability statement demonstrating their experience in producing similar government products. Interested manufacturers must submit their responses within 21 days of the January 7, 2025 posting, with questions required to be submitted within 7 days of the notice. The evaluation will focus on domestic production capabilities, manufacturing capacity, production lead times, and the ability to meet the technical specifications outlined in the draft Technical Data Package.

No specific set-aside designations are currently applied to this market research effort, and no incumbent contractors are mentioned in the notice. While the precise award value is not specified, vendors are required to provide estimated pricing per garment during full rate production and indicate their maximum monthly production capacity. The draft Technical Data Package suggests the Army is seeking to understand the market's ability to produce the ARTC Insulated Liner Jacket, with potential future solicitation contingent on the responses received. Manufacturers will need to detail their minimum sustaining production rates, production lead times, and any factors that might limit their maximum production capacity. The Army's contracting team from Aberdeen Proving Ground will use the gathered information to develop a comprehensive acquisition strategy for this cold weather clothing system.
