About this opportunity
The Federal Aviation Administration is conducting a Request for Information (RFI) to gather industry input on innovative training strategies for Air Traffic Controller (ATC) training, following the President's and Secretary Duffy's hiring initiative announced in February 2025. The RFI seeks information on seven key areas including increasing throughput at the FAA Academy through expanded simulation capacity and modular training models, improving student success through adaptive learning and predictive analytics, leveraging AI for real-time feedback, deploying immersive technologies like VR/AR/MR, addressing instructor workforce constraints, enabling distributed training via cloud-based platforms, and applying data-driven program management. Responses must address 22 specific questions covering training approaches, technology integration, instructor qualifications, performance metrics, implementation timelines, and contracting strategies. Submissions are limited to 25 pages in PDF format using Times New Roman 12-point font and must be submitted by 4 p.m. Eastern Time on September 8, 2025, to Contracting Officer Stephen Shaffer at stephen.c.shaffer@faa.gov.
This opportunity operates under no set-aside designation, making it available to contractors of all sizes. The FAA currently operates two training tracks: Track One for new students attending the FAA Academy in Oklahoma City for Air Traffic Basics and Initial Qualification training before field assignment, and Track Two for CTI/e-CTI school graduates who proceed directly to FAA facilities without Academy training. The RFI does not specify award values or budget ranges, as it is being conducted for informational purposes only to support the development of a training strategy. No current contractors or incumbents are identified in the documentation. The responses will be used solely for market research and do not represent a commitment by the FAA to issue further solicitations or accept unsolicited proposals following this RFI period.
