About this opportunity
Defense Logistics Agency Troop Support Medical is conducting market research through a Request for Information (RFI) due by July 24, 2026, to gather technical specifications, quotes, and support documentation for aeromedical-certified portable and transport ventilators in advance of future acquisition planning. This is a pre-solicitation market research effort and not a contract award vehicle. No set-aside applies.
Respondents must demonstrate compliance with FDA clearance or approval (PMA, 510(k), or legally marketed under 21 CFR 807.97(a)(3)), AAMI MCIP standards (ANSI/AAMI ID26), and Joint Airworthiness Certification including USAF Safe-to-Fly letter and US Army Fleet Airworthiness Release and Aeromedical Certification Letter for use on all military aircraft platforms. Ventilators must support all patient populations (infant, pediatric, adult weighing 11 lbs or greater) and operate across acute or chronic respiratory failure management and resuscitation scenarios.
Functional specifications include tidal volume control of 50–1,000 mL (objective 50–2,000 mL), respiration rate 0–60 breaths/min, FiO2 21–100%, PEEP/CPAP 0–25 cm H2O, and support for Assist/Control, SIMV, CPAP, and non-invasive ventilation modes. Physical envelope not to exceed 0.7 cubic feet (objective 0.3 cubic feet) and 15 lbs with battery (objective 10 lbs or less). Battery runtime minimum 60 minutes (objective 120 minutes). Operation on 110–220 VAC (50–60 Hz) with automatic switching, or 12–28V DC, with internal rechargeable battery and internal air compressor. Night Vision Goggle-compatible display, MIL-STD-810 E/F/G environmental compliance, and seamless transition between ambulances and fixed/rotary-wing aircraft without ventilator changes.
Cybersecurity and regulatory requirements include DoD Risk Management Framework compliance, HIPAA requirements, data-at-rest encryption for PHI/PII, and completion of Joint Medical Device Risk Assessment Questionnaire (v2.0). One-year manufacturer warranty (two years preferred), military Biomedical Equipment Technician maintainability, and ECAT repair-parts availability required.
Responses to Faylice Jones (Acquisition Specialist), Anthony Giunta (Contracting Officer), or Bini Thankachan (Biomedical Engineer) limited to 5 megabytes. Government reserves the right to conduct on-site demonstrations, environmental testing, and field evaluations.
