About this opportunity
The Federal Bureau of Investigation Criminal Justice Information Services (CJIS) Division intends to solicit reverse engineering training services under a Service-Disabled Veteran-Owned Small Business set-aside, with an RFI due by September 2, 2026.
The training will be instructor-led and onsite at FBI CJIS facilities in Clarksburg, West Virginia, serving up to ten Government personnel. Contractor personnel must comply with all FBI facility access and security requirements; no classified information will be accessed. The primary training instructor must demonstrate expertise in software reverse engineering and technical instruction.
The curriculum covers foundational and advanced topics: software reverse engineering and binary analysis fundamentals, static and dynamic analysis techniques, reverse-engineering tools for examining compiled binaries, code navigation, control-flow analysis, data-flow analysis, program structures and algorithms, application behavior and operating system interactions, multiple processor architectures and binary formats, and practical exercises involving real-world scenarios. Training will occur during standard FBI duty hours on dates coordinated between the Contracting Officer's Representative Anna K. Mayers and the contractor.
The contractor must deliver all instructional materials (slides, reference materials, and exercise content) at instruction start and ensure the Government retains them for future reference. Completion summaries, sign-in sheets, and certificates are due within fifteen business days of course completion. The Government will provide classroom space and Government-furnished laptops if required. No travel is anticipated. Invoices must be submitted electronically through the FBI's Invoice Processing Platform in accordance with FBI invoicing policies; other direct costs require advance Contracting Officer approval. The RFI is market research only; responses do not constitute offers or create binding obligations.
