About this opportunity

The United States Department of Commerce, Office of the Secretary, is conducting market research to solicit vendor input on a planned procurement for a comprehensive commercial retirement benefits calculator platform. The web-based solution must electronically calculate retirement benefits across multiple federal retirement systems, including CSRS, CSRS-Offset, FERS variants, TSP, and SSA programs, while supporting up to 45,000 unique employee profiles. Key requirements include integration capabilities with the National Finance Center or third-party data sources, pre-populated forms, financial and retirement planning tools, educational resources in multiple media formats, internal calculation tools for TSP and SSA, and generation of approved forms meeting standards established by OPM, Department of Labor, FEGLI, TSP, NFC, and IRS. The market research responses will inform evaluation criteria for the upcoming formal solicitation. Vendors must submit responses by April 10, 2026, in a single package not exceeding ten single-spaced pages using Times New Roman font, size 11, with one-inch margins, addressing fourteen specific capability questions and submitting responses via email to cbrooks1@doc.gov.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The estimated budget is approximately $3 million over a five-year period. No incumbent contractors are identified in this pre-solicitation notice. Vendors are expected to address capabilities related to federal agency collaboration, NFC system integration experience, retirement case management delivery, data security and privacy compliance, tiered help desk support, system migration expertise, domestic staffing requirements, help desk analytics, preferred contract type rationale, and availability on existing federal contract vehicles such as GSA MAS, OASIS, HCaTS, and NASA SEWP. The Department will not accept capability statements, past performance submissions, or responses received after the deadline, and vendors must directly address the problem statement for their responses to be counted in the market research findings.
