Market Research Presolicitation
This is a market research presolicitation (DOC-PS-26-0001) from the United States Department of Commerce seeking vendor input on a planned procurement for a comprehensive commercial retirement benefits calculator platform. The Department seeks a web-based system capable of supporting up to 45,000 unique employee profiles with data integration from the National Finance Center or third-party sources. The platform must electronically calculate retirement benefits under multiple federal retirement systems including CSRS, CSRS-Offset, FERS/FERS-RAE/FERS-FRAE, TSP, and SSA programs. The solution must provide pre-populated forms, financial and retirement planning capabilities, educational tools via multiple media formats, and internal calculation tools for TSP and SSA. Additionally, the system must generate approved forms meeting standards established by OPM, Department of Labor, FEGLI, Thrift Savings Plan, NFC, and IRS. The estimated budget is approximately $3 million over five years.
Vendors must submit responses in a single package not exceeding ten single-spaced pages using Times New Roman font at size 11 with one-inch margins, addressing fourteen specific capability questions regarding federal agency collaboration, NFC integration experience, federal retirement case management delivery, data security and privacy compliance, tiered help desk support capabilities, system migration experience, domestic staffing requirements, help desk data analytics, preferred contract type rationale, evaluation criteria recommendations, proposal submission likelihood, availability on existing federal contract vehicles (GSA MAS, OASIS, HCaTS, NASA SEWP), and company identification details. Responses must be submitted via email to cbrooks1@doc.gov by an unspecified due date. The Department will not accept capability statements, past performance submissions, or late responses, and vendors must directly address the problem statement to be counted in market research findings.
