About this opportunity

The Air Force intends to solicit a five-year Indefinite Quantity/Indefinite Delivery contract for restroom trailer and aircraft latrine services at Tinker Air Force Base through the 76th Aircraft Maintenance Group (76 AMXG). The Department of the Air Force Materiel Command Air Force Sustainment Center seeks comprehensive waste servicing for a five-stall restroom trailer with 450-gallon capacity, including bi-weekly pumping, deodorizer treatments, and chemical applications, plus tri-annual pressure washing services. Additionally, the contractor must provide aircraft latrine and urinal services for various military aircraft including C-130, KC-10, KC-135, E-3A, B-1, B-52, and KC-46A aircraft, following specific technical orders and using required cleaning compounds, deodorants, and anti-freeze materials when necessary. The contract will be structured as a Firm Fixed Price arrangement with a basic period and four one-year options, requiring System for Award Management registration and compliance with NAICS code 562991 requirements. The posted due date of July 2, 2025, appears to be an error since the notice was posted on July 9, 2025, and this is explicitly identified as a pre-solicitation with the actual solicitation to be posted later.

This procurement opportunity is designated as a Total Small Business set-aside under NAICS code 562991 with a size standard of $9 million, indicating the contract value falls within small business eligibility thresholds. The contract establishes minimum and maximum quantities for various services, including 24-150 units for pumping, deodorizer, chemical treatments, and pressure washing services, with aircraft-specific latrine services ranging from 5-1,000 units depending on the aircraft type. No current incumbent contractors are identified in the pre-solicitation notice, and specific budget ranges are not disclosed beyond the NAICS size standard parameters. Electronic submission procedures will be utilized through Beta.sam.gov, and interested contractors must demonstrate their capability to respond to the comprehensive service requirements spanning both ground-based restroom facilities and diverse military aircraft latrine maintenance across multiple aircraft platforms.
