About this opportunity

The U.S. Embassy in Paris is seeking a specialized contractor to restore a 19th-century Rothschild mirror located in a residence in Paris, France. The project involves comprehensive conservation services including transportation, condition assessment, conservation treatment, documentation, and reinstallation of a large two-section mirror measuring approximately 275 x 195 cm and 106 x 195 cm that is currently disassembled and missing components. Contractors must possess at least five years of professional conservation experience with expertise in glass, metal, and gilding conservation, and must be registered in the System for Award Management (SAM) database. The government intends to award a firm fixed-price contract to the lowest-priced technically acceptable offeror who is a responsible contractor, with the possibility of award based on initial offers without discussion. However, Amendment A0001 issued on September 8, 2025, has cancelled the original RFQ 19FR6325Q0042 in its entirety, effectively terminating this procurement opportunity despite the original proposal submission deadline of September 19, 2025.

This solicitation carried no set-aside designation and was open to all qualified contractors meeting the technical requirements. No incumbent contractors or potential award values were specified in the available documentation, though the total estimated contract amount was to include a 20% Value Added Tax (VAT) per French requirements. The performance period was anticipated to span approximately six months following the Notice to Proceed, with the contractor required to submit final conservation treatment reports within 150 days of project initiation. All work was to be performed in Paris, France, with the mirror restoration taking place at the contractor's facility before final reinstallation at the original residence location. The project required coordination with the Contracting Officer's Representative and review by an Advisory Committee throughout the conservation process.
