About this opportunity
The Department of Health and Human Services National Institutes of Health National Cancer Institute has issued a Limited/Sole Source Justification Notice for a contract modification to extend an existing biospecimen collection and database management contract. The contract involves collecting patient human tissue, cells, and biofluids from cancer donors, high-risk patients, and healthy population controls, along with maintaining epidemiologic profiles and a reportable database to support clinical research studies including natural history studies at NIH-funded institutions. The justification seeks to add two 12-month option periods to contract #75N91020C00007, which currently ends on September 29, 2025, with two primary objectives: organizing and verifying 30 years of collected patient data while building a broader-access database that protects Personal Health Information, and preserving current Internal Review Board approvals at the University of Maryland Medical Center and Veterans Affairs Hospital. The contract was awarded to the University of Maryland Medical Center on September 15, 2025, though the specific award amount is not disclosed in the notice. The University of Maryland has been identified as uniquely qualified through six competitive contract cycles due to their IRB access, detailed patient enrollment records, and ability to collect demographically annotated biospecimens. The modification will support continued research in molecular carcinogenesis, precision medicine, and population health disparities, with a total estimated contract value spanning seven years if all option periods are exercised.
Notice text
This contract supports clinical research studies, including natural history studies at NIH-funded institutions. The purpose of this modification action is to add two-12-month option periods to contract #75N91020C00007 which ends on September 29, 2025. The proposed action will increase the total estimated contract value. There are two main objectives for additional option periods : The first is to organize and verify the vast amount of patient data collected over the last 30 years as a first step to the building of a database with broader accessibility to not only the patient data but to the published laboratory data on that patient while protecting all Personal Health Information. The second is to preserve the current Internal Review Board (IRB) approvals for patient tissue, blood, biofluids and epidemiologic profiles. The continuity of data ollection and database restructuring for case and control volunteer enrollees as well as patient follow up as needed will require that an IRB is in place and renewed annually as two medical institutions ( University of Maryland Medical Center and the Veteran’s Affairs Hospital).
Awarded contract 75N91020C00007 to unknown vendor for unknown amount on 2025-09-15.
