Contractors must possess necessary Danish business licenses and permits, including a CVR number for tax compliance, and be registered in the System for Award Management (SAM) database. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without holding discussions, using a two-phase evaluation process covering technical acceptability followed by price evaluation. A pre-proposal conference and site visit was held on June 12, 2025, with questions due by June 13, 2025, and proposals must be submitted by June 26, 2025, at 13:00 local time in both sealed envelope and electronic formats.

This solicitation has no set-aside designation and no incumbent contractors are identified in the documentation. The estimated contract value ranges between $25,000 and $100,000, with proposals requiring material samples, technical specifications, pricing information, and various certifications including SF-1442 and representations. The performance period is 120 calendar days from contract award, with work to be performed at a government-owned residence in the Capital Region of Denmark. Contractors must submit two-volume proposals consisting of technical and pricing components, with electronic submissions limited to 30MB file sizes in MS Word, Excel, or PDF formats. The project falls under NAICS code 238350 for Finish Carpentry Contractors and requires compliance with Danish building regulations and local business requirements.

The construction effort is estimated to be in the range between USD 25,000 and USD 100,000.  If you would like to submit a proposal, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range.

Please pay attention to a crucial requirement outlined in the DOSAR 652.242-73. This requirement mandates that all vendors possess the necessary licenses and permits to conduct business in Denmark. It is essential to ensure compliance with all Danish regulations and legalities to operate successfully in the country. Specifically, the Danish Tax authorities expect businesses to obtain a CVR number and fulfill tax obligations. You should review local laws before submitting a proposal.

The Embassy intends to conduct a pre-proposal conference and site visit on June 12, 2025, at 13:00 (local time) at the site where the work is to be performed (address to be provided upon written request). All prospective offerors are invited to attend.
For the pre-proposal conference and site-visit registration please provide by e-mail your company contact information and names of visitors no later than 09:00 (local time) June 11, 2025, to CopenhagenContracts@state.gov with the subject line “19DA2025R0001 Residential Window Replacements X17017”.
