About this opportunity
The Federal Bureau of Prisons is seeking a contractor to provide Residential Reentry Center (RRC) services and home confinement placements for federal offenders in the Richmond, Virginia area, with responses due October 30, 2026. No set-aside applies. The facility must be located within Richmond city limits, Henrico County, or Chesterfield County, with home confinement radius extending 100 miles from the facility.
This will be a firm-fixed-price IDIQ contract with a one-year base period and four one-year option periods. The RRC in-house requirement consists of a guaranteed minimum of 20 beds for the base year and estimated maximum of 40 beds (35 male, 5 female). The home confinement requirement consists of a guaranteed minimum of 10 placements for the base year and estimated maximum of 20 placements.
The Government intends to award both line items to a single provider, as RRC and home confinement services are interconnected and interdependent for offender programming and case management. The Government reserves the right to make an award in its best interest notwithstanding this intent.
Services must comply with the Federal Bureau of Prisons Statement of Work titled "Residential Reentry Center, March, 2022." All staff require 40 hours initial training (16 hours on-the-job) and 20 hours annual refresher training. The facility must achieve NFPA 101 Life Safety Code compliance with automatic sprinkler systems, provide 25 continuous square feet of unencumbered space per resident in sleeping areas, and maintain separate gender-designated sleeping, bathing, and toilet facilities. The contractor must comply with Prison Rape Elimination Act standards and maintain electronic case management systems.
