About this opportunity

The Defense Information Systems Agency (DISA) is seeking Resident Engineer/Subject Matter Experts (RE/SMEs) to provide on-site technical support for Ribbon Soft Switch and associated network components at Scott Air Force Base, Illinois. The contractor will deliver comprehensive engineering support services including network analysis, management, troubleshooting, optimization, and training activities related to Ribbon products and their integration within DISA's unified communications infrastructure. Key qualifications include Tier 3 support engineer credentials with current Ribbon certification, intimate knowledge of DISA's backbone network, authorization as a Ribbon reseller, and the ability to obtain a Secret Facility Clearance. The original Sources Sought Notice was posted December 8, 2025, with responses due by December 22, 2025; however, an April 9, 2026 update indicates the government is no longer accepting responses to this posting as the requirement will be competed via GSA Schedule (MAS). The RFP is anticipated to be posted in April 2026, shifting the procurement from the small business set-aside sources sought process to the GSA multiple award schedule vehicle.

This procurement targets small businesses including Small Disadvantaged Businesses, Certified 8(a) firms, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Woman-Owned Small Businesses, with a NAICS code of 541519 (Other Computer Related Services) and a size standard of 150 employees. The contract calls for two full-time RE/SMEs with a base period of performance from July 15, 2026 to July 14, 2027, plus four one-year option periods extending through July 14, 2031, potentially creating a five-year engagement. The statement of work requires contractors to perform corrective and preventative maintenance, optimize operational configurations, and provide support for Ribbon Multiservice Fixed and Mobile Solutions and Wide-Area Network equipment. Specific performance requirements include providing knowledge transfer, ensuring security compliance with DISA and Cyber Command directives, and maintaining performance monitoring capabilities. No incumbent contractor is identified in the available materials, and specific budget ranges or award values are not disclosed in this pre-solicitation notice.
