CONTRACT/PROGRAM BACKGROUND: The RE/SMEs in support of DISA Voice Services Support of UC, the Ribbon SS and Associated Network Components requirement is a new requirement.
REQUIRED CAPABILITIES: The DISA Enterprise Voice Services (EVS) team is engineering a new Softswitch Backbone (SSBB) utilizing Ribbon components to deliver UC to warfighters. We are seeking premier Ribbon service providers to demonstrate their subject matter expertise. To demonstrate your company's capabilities, please describe and provide specific examples of your experience in the following areas.
1. DISA's Ribbon SSBB is operational. This requirement is for on-site, expert-level engineering support to work alongside our core team with sustainment, optimization, and future modernization. A primary task will be supporting the migration of customers from a legacy backbone onto the new SSBB.
Describe your experience providing dedicated, on-site engineering resources to a government or enterprise team for a live Ribbon network. Provide a specific example where your resources planned and supported a large-scale user migration, detailing how they directly provided expert support to the customer’s core team throughout the process.
2. The on-site engineering support will serve as the primary escalation point for the DISA core team, providing Tier 2/ Tier 3 troubleshooting for our operational Ribbon platform and managing escalations directly with Ribbon Inc. support.
Provide an example of a critical network issue where your on-site SME(s) provided Tier 2/ Tier 3 support, by acting as the primary technical lead, managing directly with both the customer’s internal team and the vendor’s engineering support to resolve the problem. How was the final resolution documented and shared to prevent future occurrences?
3. This expert support must ensure the operational SSBB remains secure in compliance with DISA and United States Cyber Command directives. This includes testing and applying Information Assurance Vulnerability Alert (IAVA) mandated updates within DISA's lab environments before production deployment.
Describe your company’s process for validating IAVA security patches and configuration changes in a formal lab environment before implementation on a production network. Provide an example of a test plan your specialist resources developed for an IAVA security update on a Ribbon Session Boarder Controller or Ribbon Centralized Policy Server.
4. The on-site support will be responsible for continuously monitoring the health and performance of the live SSBB and providing data-driven recommendations for optimization and future capacity planning, including modernization efforts like migrating from Assured Services-Session Initiation Protocol to Commercial Session Initiation Protocol.
Describe your approach for health and performance management for an operational Ribbon based voice network. Provide an example where you analyzed live network data, identified a performance bottleneck, and delivered actionable recommendations that were successfully implemented.
5. A key objective is for the on-site engineering support to provide on-the-job training and mentoring to the Government EVS team, enhancing their ability to operate, maintain, and provision the Ribbon platform self-sufficiently.
Describe your methodology for knowledge transfer when your specialist resources are embedded within a client’s team. Provide an example of a customized quick-reference guide, troubleshooting workflow, or hands-on workshop developed to increase and ensure a client’s ability to operate, maintain, and provision the Ribbon platform self-sufficiently.
SPECIAL REQUIREMENTS:
1. Must have Secret Facility Clearance. Please provide your current Facility Clearance level.
2. Must be an authorized ribbon reseller to be able to provide Ribbon certified staff support. Provide statement of confirmation of ability to meet the requirement.
