About this opportunity

The Defense Health Agency has issued a Special Notice announcing its intent to award a sole source follow-on contract for the Reserve Health Readiness Program (RHRP) 3.1 Services. This 30-month Firm-Fixed-Priced contract will be awarded noncompetitively to QTC Medical Services, Inc., dba Leidos QTC (LQTC) Health Services under FAR 6.103-1(c)(2)(ii), which permits sole source awards when services are available from only one source and competitive procurement would result in unacceptable delays. The contract is classified under NAICS 621111 (Offices of Physicians) and PSC Q201 (Medical-Managed Healthcare). The special notice was posted on March 31, 2026, with a deadline of April 15, 2026. This is a continuation of services under the existing contract RHRP-3 (W15QKN-21-D-5000), which expires May 28, 2026.

The RHRP 3.1 contract encompasses individual medical readiness services, deployment readiness medical services, physical examinations across multiple categories (accession, retention, occupational health, and specialty), and Reserve Component dental exams with limited dental treatment. Services will be delivered through three modalities: in-clinic services via contractor network providers, virtual consultations, and group events, with all documentation integrated into the Data Exchange Platform for distribution to over fourteen Service Components' electronic databases. The program supports the Reserve Component, TRICARE Prime Remote beneficiaries across the Army, Navy, and Marine Corps, the U.S. Coast Guard (both active duty and Reserve), and re-deploying Department of Defense civilians from participating agencies. The award will bridge the gap between the expiration of the current contract and completion of the source selection evaluation for RHRP-4, with an anticipated 6-month base period of performance. This sole source procurement is predicated on the specialized nature of services and the continuity requirements necessary to maintain Force Health Protection standards without service interruption.
