About this opportunity

The Federal Highway Administration's Office of Infrastructure Research and Development seeks research proposals supporting its strategic objectives and tactical infrastructure program needs under a broad agency announcement (BAA), with white papers due July 24–29, 2026. This is a multi-year, rolling BAA with anticipated calls for 60 months; the current solicitation is Call 3.0, posted June 9 and amended July 23.

White papers are due by July 29, 2026, at 1:00 p.m. ET. The proposal due date will be announced following advisory notifications on white paper selections, anticipated by September 30, 2026. Questions were due June 23; subsequent clarifications issued July 1 and July 23 address submission procedures, team composition, and topic-specific technical guidance. Offerors must submit all materials to Vivian.Riboli@dot.gov and Rochelle.Infante@dot.gov.

Appendix C identifies 13 research topics across five categories: Advanced Digital Construction, Transportation Resilience and Safety, Enhanced Pavement Management, Bridge Preservation and Management, and Pavement Modeling and Performance. Funding ranges from $50,000 to $750,000 depending on topic, with most topics in the $250,000–$500,000 range. The government anticipates approximately one award per topic area, though final selections depend on proposal quality, funding availability, and scope. The period of performance does not exceed 36 months, with awards anticipated in FY 2027.

No set-aside applies. NAICS is 541330 (Engineering Services); PSC is AS12 (Transportation R&D Services). Vendors may serve as prime or subcontractor across multiple proposals; state DOTs may participate. Vendors are responsible for securing datasets, site access, and letters of support. Comprehensive proposals may be more competitive than partial solutions. Evaluation criteria are detailed in BAA Section 5.
