About this opportunity
The U.S. Department of Housing and Urban Development (HUD), Office of Financial Services, in support of the Single-Family Insurance Operations Division (SFIOD), is procuring Software as a Service (SaaS) access to enable staff research of current addresses for approximately 700,000 previous borrowers owed Federal Housing Administration (FHA) mortgage insurance premium refunds. The contractor must provide access to commercial off-the-shelf research software with fourteen licenses that enables online searches for current borrower addresses, including capabilities for searching by name, identifying deceased persons and next of kin, reverse-chronological location listings, and Smart Mapping technology. The procurement also includes research software training via Microsoft Teams within 30 days of contract award and technical support via toll-free number during business hours. HUD anticipates awarding a firm fixed price contract using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with quotations due by August 20, 2025. The solicitation follows FAR Part 13 Simplified Acquisition Procedures and requires contractors to maintain active System for Award Management (SAM) registration throughout the contract period.
This procurement is designated as a 100% Small Business Set-Aside under NAICS code 561611 (Investigation and Personal Background Check Services) with a $25 million size standard, and no incumbent or current contractors are identified in the solicitation materials. The contract structure includes a one-year base period with four 12-month option periods, providing HUD with up to five years of potential service coverage. The 14 users are expected to perform both manual lookups and batch uploads daily, with typical batch sizes of up to 50 cases, to address the substantial backlog of 700,000 borrower cases that need to be processed throughout the contract lifecycle. Work will be performed at the contractor's facilities, with the software required to be available 24/7 except during scheduled maintenance periods. The place of performance is listed as Washington, DC, and contractors must provide monthly access reports and maintain report functionality for license holders to track system usage.
