About this opportunity
The Department of the Air Force Materiel Command Research Laboratory is seeking subscriptions to peer-reviewed academic literature for multiple Air Force research and technical libraries, including the Air Force Research Laboratory (AFRL), Air Force Office of Scientific Research (AFOSR), Air Force Technical Applications Center (AFTAC), National Air and Space Intelligence Center (NASIC), and the 711th Human Performance Wing. The Sources Sought notice targets small businesses to provide comprehensive literature collections, including e-books and periodicals from specific publishers, with requirements for full-text downloadable content and perpetual access. Interested companies must submit detailed responses by May 22, 2025, at 5:00 PM EDT, addressing company information, small business classification, manufacturer/reseller status, and capability descriptions. Potential respondents can submit questions until May 5, 2025, with government answers posted by May 8, 2025. The evaluation will focus on companies' ability to meet the comprehensive publication access requirements across various scientific and engineering disciplines.
The opportunity is not set aside for any specific small business designation, though companies must identify their small business status (e.g., 8(a), HubZone). The government intends to award contracts between June 2025 and December 2030, covering subscriptions from 36 publishers listed in the attached spreadsheet, including major academic publishers like Elsevier, IEEE, Springer Nature, and American Chemical Society. While no specific contract value is disclosed, the scope encompasses multiple technical libraries across various Air Force research entities. The solicitation is coded under NAICS 519210 (Libraries and Archives) and represents a comprehensive market research effort to identify potential sources for academic publication subscriptions. Companies must follow specific submission guidelines, including using a precise email subject line and only submitting approved file formats (.PDF, .doc, .docx, .xls, .xlsx) to the designated contracting specialists Benjamin Spencer and Jessica Vetter.
