About this file
This document is a set of Answers to Questions related to a Sources Sought notice for Research Publications. The opportunity seeks subscriptions for peer-reviewed, academic literature across scientific and engineering disciplines, supporting multiple Air Force research and technical libraries including Air Force Research Laboratory, Air Force Office of Scientific Research, Air Force Technical Applications Center, National Air and Space Intelligence Center, and others. The government intends to award contracts between June 2025 and December 2030, targeting complete publication collections with full-text downloadable content.
Small businesses are encouraged to submit responses by 22 May 2025, providing company details, small business designation, manufacturer/reseller status, capability descriptions, and service experience. Publishers unable to permit resale must submit a sole source letter. Interested parties must email submissions to specified Air Force contracting personnel using a precise subject line, with strict attachment guidelines (only .PDF, .doc, .docx, .xls, .xlsx files allowed). The opportunity is coded under NAICS 519210 and is specifically designed to survey market capabilities for research publication acquisitions without guaranteeing a contract award.

Answers to questions – 07 April-11 April 2025
1. Is there a need of a vendor to provide access to all the publications sites and serve as an intermediary for non-government approved publications?
No, the Government is not seeking intermediaries, agents, or other curators of content. It is seeking direct sources of publications from listed vendors.
2. Is this solicitation seeking a specific publication?
This Sources Sought is just seeking capabilities and is not a solicitation. The Government is looking to survey the market to see which publishers/vendors maintain exclusive distribution rights of their content and to discover what small business resale options exist that can match the capabilities of the original content copyright holders. All vendors seeking to communicate exclusive distribution rights should submit a signed Sole Source Letter in response to the Sources Sought notice.
