Information received in response to this sources sought notice will be used for market research only and shall not be viewed as NASA's intent to solicit proposals. If NASA decides a requirement exists and there is a need to solicit for this requirement, NASA will solicit the requirements using a method of solicitation defined within the Federal Acquisition Regulation (FAR) and NASA FAR Supplement.
NASA/AFRC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.
The RF & ESS contract provides full-time, part-time, and temporary mission operation support to fulfill AFRC's mission and objectives. The effort will include functions that support NASA-AFRC through ongoing requirements and special projects. The primary facility is located at Edwards Air Force Base. One additional facility is located in Palmdale, California- Armstrong Building 703 (formerly known as the Dryden Aircraft Operations Facility or DAOF). A draft version of the Performance Work Statement (PWS) is attached. The NAICS code for the proposed acquisition is 541513, Computer Facilities Management Services. The small business size standard is $27.5 million.
This information shall include: the name of the customer/agency, types of services provided, type of contract, total contract value, and whether the contract was a prime or subcontract. If the contract was a subcontract, please provide details regarding the prime contract and your company's role in supporting the prime contractor. The functional elements to be performed at AFRC include, but are not limited to:
1. MISSION OPERATIONS
The Mission Operations Directorate supports the NASA Armstrong Flight Research Center by:
• Supporting real time monitoring of flight research vehicles and other targets by providing state-of-the-art mission control rooms, telemetry, radar, video systems, Flight Termination Systems (FTS), multichannel ground intercom and radio frequency communications.
• Providing mission critical range engineering solutions to meet the rapidly increasing data processing and display requirements and to ensure a stable state-of-the-art mission support platform for flight research.
• Providing high-fidelity flight simulations and by developing flight simulations that can support various research phases ranging from conceptual studies through flight testing as well as providing research tools that enhance the quality, quantity, and feasibility of research objectives.
• Providing leadership and advice in the development of information resources strategies and ensuring that AFRC information and information technology systems and services are designed, managed, and utilized to support AFRC priorities.
• Providing radio frequency spectrum management.
2. RANGE OPERATIONS AND DRYDEN AERONAUTICAL TEST RANGE (DATR) ENGINEERING
The DATR is a critical element of NASA AFRC. The DATR supports aerospace flight research and technology integration, space exploration concepts, airborne remote sensing and science missions, and range operations of the International Space Station.
The mission of the DATR is to support flight research operations and low-Earth-orbiting missions. The DATR supplies a comprehensive set of resources for the control and monitoring of flight activities, real-time acquisition and reduction of research data, and effective communication of information to flight and ground crews.
