About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC Redstone) has issued a Special Notice for Research & Development Life Cycle Engineering Services. This notice indicates the Army's intent to award an Indefinite Delivery-Indefinite Quantity (IDIQ), cost-reimbursable contract on a sole-source basis to The University of Alabama in Huntsville under the statutory authority of FAR 6.302-3(a)(2)(ii).

The purpose of this Special Notice is to announce the Army's intent to award a five-year contract for Research and Development (R&D) services that require specialized engineering, research, and developmental capabilities, as well as an active facility clearance and compliance with DFARS 252.204-7019. The Army contends these services cannot be procured from the commercial marketplace and thus cannot be competitively bid. Any educational institution that believes it can perform the required services may provide written notice to the Contracting Officer within 5 days of the notice's publication. Questions must also be submitted in writing within 5 days. Eligible contractors must be registered in the System for Award Management (SAM) and may seek assistance from a regional Procurement Technical Assistance Center.

Notice text

This is a Notice of Intent to Award on the Basis of Other Than Full and Open Competition for Research & Development Services. This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopsis of Proposed Contract Actions. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or a request for any proposals. The Army will not post a Solicitation; however, any educational institution who believes it can perform the required services may give written notice to the Contracting Officer within 5 days of publication of this Special Notice.

The Research and Development (R&D) services require any educational institution to possess essential engineering, research, and developmental capabilities, an active facility clearance, and compliance with DFARS 252.204-7019 (DoD Assessment Requirements) to deliver collaborative and innovative aviation and missile capabilities. These types of services cannot be procured in the commercial marketplace. Since the Army requires an educational institution to possess the technical competency to conduct the necessary experiments and accomplish these research and development tasks, the Army cannot compete this effort.

The Army Contracting Command - Redstone Arsenal (ACC-RSA) intends to award a five-year, Indefinite Delivery-Indefinite Quantity (IDIQ), cost-reimbursable contract to The University of Alabama in Huntsville under statutory authority as implemented in FAR 6.302-3(a)(2)(ii).

Questions: Submit any questions to the Contracting Officer, in writing, within 5 days of this notice. The Contracting Officer(s) for this action is Detra Battle-Blue (Detra.battleblue.civ@army.mil) and the Contract Specialist is Samantha Keegan (samantha.m.keegan.civ@army.mil). Please forward any questions to both individuals.

NOTICE TO ALL UNIVERSITIES: All educational institutions who provide goods/services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM). You may register via the Internet at https://sam.gov/content/home.
