Added: Jun 15, 2009 1:30 pm The NASA Glenn Research Center (GRC) plans to issue a solicitation for multipleIndefinite Delivery/Indefinite Quantity (IDIQ) contracts for a research and developmentrequirement entitled Research and Technologies for Aerospace Propulsion Systems"(RTAPS) to support Aeronautics, Communication, Structures & Materials, Space Propulsion. The objective of this proposed effort is to provide a contractual vehicle by whichindustry will develop, demonstrate, and verify advanced propulsion system technologies aspart of NASAs aerospace research programs. Research and development efforts in thesetechnologies will address a wide variety of propulsion issues for subsonic, supersonic,hypersonic and rotorcraft transportation vehicles, as well as addressing issuespertaining to aviation safety and space exploration missions.To fulfill these requirements, NASA plans to release a Request for Proposal (RFP) on orabout July 15, 2009. This RFP will result in Multiple Awards to various contractors thatcan meet or exceed requirements in the following four (4) technology areas: Technology Area 1: Air Breathing Engine Technology Technology Area 2: Propulsion Airframe Integration Airframe System Technology Technology Area 3: Integrated Rotorcraft Propulsion Airframe System Technology Technology Area 4: Space Propulsion System Under the IDIQ contracts, task orders will be competed for specific tasks for each of thetechnology areas. It is anticipated the task orders may be either fixed priced, costreimbursement, or cost sharing.A website has been established for the RTAPS acquisition at http://rtaps.grc.nasa.gov/ An Industry Day is planned for June 26,2009. Information and registration instructionsregarding the Industry Day has been posted on the RTAPS website located at: http://rtaps.grc.nasa.gov/ The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.The NAICS Code and Size Standard are 541712 and 1,000 respectively. This is anunrestricted procurement.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of a DRAFT Request For Proposal (DRFP) is on or about June12, 2009 with an anticipated comments due date of about July 1, 2009. The subsequentfinal RFP is anticipated to be issued on or about July 15 with an anticipated offer duedate of August 26. An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
