About this opportunity

The National Institutes of Health, through the National Institute of Biomedical Imaging and Bioengineering and the National Institute of Neurological Disorders and Stroke, seeks a single-award contract for research and development support services (clinical and scientific), with proposals due June 5, 2026, at 12:00 PM Eastern Time. This procurement is a women-owned small business set-aside.

Place of performance is remote and/or at NIH facilities as directed, with primary administrative oversight at the Bethesda, Maryland headquarters. The contractor will provide clinical and scientific support, translational research program support, and consolidation/change-management support services across multiple participating institutes. Work encompasses organizational assessments, program planning and coordination for intramural and extramural research, translational research initiatives (including the NIH HEAL Initiative for non-addictive pain therapeutics), and process improvement efforts supporting the National Plan to End Parkinson's. The estimated annual level of effort is 12,700 hours (6.61 FTE equivalents) distributed across NINDS (8,200 hours), NIBIB (2,860 hours), and NIEHS (1,640 hours), with staffing assumed flexible across full-time, part-time, and fractional roles. The contractor must maintain appropriate separation between support services and government decision-making.

The contract is labor-hour type with a base period June 1, 2026 through May 31, 2027, and two optional one-year extension periods through May 31, 2029, with potential six-month extension. NAICS code is 541611 (Administrative Management and General Management Consulting Services); PSC is R499 (Support—Professional: Other).

Technical proposals are limited to 30 pages (excluding resumes, cover sheets, and certifications), submitted as searchable PDFs in Arial or Times New Roman 11-point font with 1-inch margins. Proposals require labor-category-to-task-area staffing matrix, organizational structure, key personnel qualifications, risk mitigation strategies, transition/knowledge management plans, past performance (up to three references or CPARS), and quality assurance plan. Pricing uses the government's Excel template reflecting GSA labor category rates with vendor discounts. Evaluation factors in declining importance are technical approach (most important), management and staffing retention plan, past performance, and price, with non-price factors combined significantly more important than cost. Minimum eligibility requires "Acceptable" or higher ratings on both technical approach and management factors. Questions are due May 26, 2026; responses posted by May 29, 2026. Contracting officer is Andrew Dinh. Solicitation number is 75N98026R00062.
