About this opportunity

The Bureau of Engraving and Printing (BEP), Office of the Chief Procurement Officer, issued a Notice of Intent to Award a sole-source Single-Award IDIQ Firm-Fixed Price contract to Leonhard Kurz Stiftung & Co. KG for continued research and development of overt security features in banknotes, with responses due by 4:00 p.m. Eastern Standard Time on July 24, 2026. BEP is proceeding under FAR subpart 6.302-1(a)(2)(ii)(A) and (B) on behalf of the Office of Research and Development. The contract value is estimated at $24.6 million over five years.

The work continues development of distinctive counterfeit deterrents from prior IDIQ contracts (IDIQ I under TEPD-15-1780 and IDIQ II under 2031ZA20D00012), advancing through Phases 2, 3, and 4 of BEP's Technology Development Process. The ultimate objective is development of an overt feature display activated mechanically, with deliverables including prototypes and proof of manufacturability on industrial scale, culminating in integration into a Federal Reserve Note. Sole-source justification rests on the requirement being proprietary to Kurz; extensive market research including trade shows, SAM.gov RFIs, and industry consultation confirmed no competing technologies possess equivalent technical complexity, visual effects, and reverse-engineering resistance. Respondents may submit capability statements, comments, or questions via email only to falcon.albino@bep.gov and michael.riordan@bep.gov by the deadline. This notice is not a request for competitive proposals; the Government retains discretion whether to conduct competitive procurement.
