About this opportunity

The U.S. Air Force Air Education and Training Command is seeking to procure brand name CMC PRO Rescue Equipment kits for the Sheppard AFB Fire Department's Rescue Response program. The procurement includes one Rope Rescue Rigging Kit with 13MM clutch, one Confined Space Rescue Rigging Kit with 13MM components, four Technical Rope Rescuer Personal Kits, two MULE II Liter Wheels with handles, and two XX-Large Ladder Belts. All equipment must meet strict NFPA compliance standards including NFPA 2500, 1983, and 1858, with hardware components specifically meeting NFPA 1858 chapter 10.1.2 and A.10.3 requirements. The solicitation is structured as a Request for Quotation (RFQ) with responses due by Friday, August 29, 2025 at 1400 Central Time. The procurement is justified as brand name only due to the need for system integration and compatibility with existing rescue equipment to ensure operational continuity during emergency situations.

This opportunity is designated as a Total Small Business set-aside with a size standard of $10 million under NAICS code 621399. No current contractors or incumbents are specifically identified in the solicitation documents. While no specific budget range or award value is disclosed, the procurement falls under the simplified acquisition threshold of $250,000 based on the brand name justification documentation. The equipment quantities are relatively modest, consisting of individual rescue kits and specialized components designed for technical rescue operations. Performance will occur at Sheppard Air Force Base in Texas, where the equipment will be integrated into the base fire department's existing rescue response capabilities. Importantly, the government has noted that funds are not presently available for this effort, and no award will be made until funding is secured, with the government reserving the right to cancel the solicitation at any time without reimbursing offerors for costs incurred.
