About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Sources Sought Notice for comprehensive janitorial services at the Santa Cruz Laboratory, a 56,000 square foot fisheries research facility serving approximately 100 researchers and support staff. The facility consists of four interconnected wings including administration, office, laboratory/aquarium, and warehouse areas, plus an adjacent trailer with 10 cubicle offices, all located in a harsh coastal environment approximately 1,000 feet from the surf zone. The contractor will provide all labor, equipment, materials, and supervision necessary for custodial services including weekly, monthly, quarterly, and annual cleaning activities across offices, laboratories, conference rooms, restrooms, and exterior spaces. Key requirements include using Green Seal certified commercial-grade supplies, wearing distinctive clothing, completing quality control plans, adhering to environmental compliance standards, and following strict safety protocols when working in scientific laboratory spaces. Services must be performed weekdays from 8:00 a.m. to 3:00 p.m. with minimal disruption to government operations. Interested vendors must submit responses by July 16, 2025 at 2:00 p.m. Pacific Time, with submissions limited to eight PDF pages and including company details, business size, relevant experience, and likelihood to bid if a solicitation is issued.

This Sources Sought Notice operates under NAICS code 561720 for Janitorial Services with no set-aside designation, making it open to all business types including small, 8(a) program, small disadvantaged, and woman-owned businesses. The notice does not identify any incumbent contractors or provide specific award values or budget ranges, as this is purely a market research effort to inform potential acquisition strategies and determine whether to set aside future solicitations. The facility's substantial size of 56,000 square feet across multiple specialized areas including laboratories and aquarium facilities suggests a significant service contract value, though no specific dollar amounts are disclosed. The timeline for services would be ongoing custodial operations rather than a fixed-term project, with work performed during standard business hours to minimize disruption to the approximately 100 researchers and support staff. No telephone inquiries are accepted, and all responses must be submitted electronically to the designated contracting officers. This information-gathering exercise does not constitute a commitment to award a contract or proceed with formal solicitation efforts.
