About this opportunity

The Air Force Test Center's Installation Contracting Division at Arnold Air Force Base intends to solicit white papers by June 15, 2026, for the design, manufacture, and testing of a prototype high-performance compressor system under 10 U.S.C. 4022 Other Transaction Prototype authority. No set-aside applies.

Place of performance is Arnold Engineering Development Complex (AEDC) testing facility, with system installation and operational testing on-site. Work encompasses three phases: Phase I (base effort) requires system analysis, design, Process and Instrumentation Diagram conforming to ANSI/ISA-5.1 standards, digital model, and Analysis of Alternatives; Phase II (optional) involves prototype manufacturing and factory testing of limited units; Phase III (optional) covers on-site technical support during installation and operational testing.

The Government estimates total prototype project cost between $500,000 (Phase I only) and $50.7 million (all three phases) for planning purposes only, not as a cost ceiling or floor. White papers limited to 20 pages must address technical approach and prototype definition, integration and logistics methodology, risk assessment, corporate experience, schedule with major milestones, and rough order of magnitude cost estimates by phase. Key deliverables include Level 3 Technical Data Package, 20-year lifecycle cost analysis, and Government Purpose Rights to all technical data and models.

Respondents must demonstrate compliance with 10 U.S.C. 4022 by either involving a nontraditional defense contractor or nonprofit research institution, having all significant participants be small businesses or nontraditional contractors, or funding at least one-third of project costs from non-Federal sources. Access to the Statement of Objectives (Controlled Unclassified Information, Distribution C, export controlled) requires current NIST SP 800-171 assessment certification and Joint Certification Program status. Submit PDF responses to Agreements Officer Brooke Vandeman at brooke.vandeman@us.af.mil.

Notice text

The Air Force Test Center’s Installation Contracting Division (AFTC/PZI) at Arnold Air Force Base (AFB) is seeking White Papers from interested parties capable of meeting the Government’s requirement for an Analysis of Alternatives and the design, manufacture, and testing of a Prototype High-Performance Compressor System. This effort is issued under the authority of 10 U.S.C. § 4022 for Other Transaction Prototype (OTP) agreements.

The primary goal of this RWP is to identify potential solutions and innovative approaches to meet the technical objectives detailed in the attached Statement of Objectives (SOO), Attachment 1. The focus of the white paper should be on a comprehensive approach that validates critical design elements and ensures the successful integration and long-term sustainment of the final system. The Government will use the submitted White Papers to assess industry capabilities, refine project requirements, and select vendors for a potential future Request for Prototype Proposal (RPP). See attachment to this posting for full details.

Note on SOO: The SOO is Controlled Unclassified Information (CUI), Distribution C, and Export Controlled. To receive a copy, vendors must have a current (no more than three years old from the posting of this request) basic NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS) and be a certified contractor in the Joint Certification Program (JCP). Please contact the Agreements Officer to request the document and verify certification.
