About this opportunity
The Department of Homeland Security's U.S. Customs and Border Protection (CBP) is seeking to procure 6 untrained detection canines to support the CBP Office of Training and Development at the K9 Center in El Paso, Texas. The canines must be from specific Sporting/Herding breeds including Belgian Malinois, Labrador Retriever, Golden Retriever, German Shorthaired Pointer, German Shepherd, and Dutch Shepherd, aged 12-36 months, and must meet comprehensive medical and behavioral requirements. Each canine must undergo extensive medical examinations, radiographic assessments, and behavioral testing to evaluate traits such as hunt drive, prey drive, perseverance, and temperament. The government will evaluate quotes based on five criteria in descending order of importance: breed conformance, availability date, open order status, past performance, and price. Quotes must be submitted by September 26, 2025, at 12:00 PM EST to the designated contracting officer, with this constituting the only solicitation as no written solicitation will be issued.
This procurement is 100% set aside for small businesses under NAICS code 112990 (All Other Animal Production) with a size standard of $2.75 million. No current incumbents or contractors are identified in the solicitation documents. While no specific contract value is disclosed, the procurement allows CBP to purchase up to 25% additional canines beyond the initial quantity of 6, with vendors required to provide a 6-month warranty to replace canines with pre-existing medical issues at no cost to the government. The contract will be a firm-fixed-price purchase order with performance from September 30, 2025, through December 29, 2025. All canines will be delivered to the Border Patrol K9 Center in El Paso, Texas, where contractors will be responsible for transportation arrangements and associated costs, and visitors must complete security clearance procedures 72 hours prior to arrival.
