About this opportunity

USDA APHIS Marketing and Regulatory Programs Business Services seeks quotations for 300 bags (6 pallets) of Wilbur Ellis 2% Carbaryl Pelletized Bait (Sevin Bait 2%, EPA # 2935-556) for grasshopper and Mormon cricket control, with quotations due September 23, 2026 at 12:00 noon Eastern Time and questions due September 21, 2026 at 4:00 PM Eastern Time. This is a Total Small Business set-aside; only small business concerns are eligible.

Place of performance is Idaho Falls, Idaho. Delivery must occur between September 30, 2026 and March 1, 2027 to USDA APHIS PPQ at 2281 W. Heyrend Way, Idaho Falls, Idaho 83402, with receipt Monday through Friday from 8:00 a.m. to 2:00 p.m. Mountain Time excluding federal holidays. The requirement specifies the exact brand and model—Wilbur Ellis 2% Carbaryl Pelletized Bait only, with new commercial items from the original equipment manufacturer or OEM-approved source—as mandated by the 2024 and 2026 Idaho Environmental Assessment. The bait will treat approximately 2,000 acres of BLM-managed federal lands across three Idaho districts (Boise, Idaho Falls, and Twin Falls) in accordance with Section 417 of the Plant Protection Act of 2000.

The total budgeted cost is $18,750.00 ($1.25 per pound). Evaluation weighs price (fair and reasonable) and technical acceptability (must be exact brand, make, and model; new items only), with past performance ratings (acceptable, neutral, or unacceptable). Only the lowest priced offer will initially be evaluated for technical capability; if technically unacceptable, evaluation proceeds to the next lowest priced offer until an acceptable offer is identified. Prices must be firm for 90 calendar days. Award will be a single firm fixed price purchase order on an F.O.B. destination basis. Questions should be directed to Mario.Garcia2@usda.gov. The NAICS code is 325320, Pesticide and Other Agricultural Chemical Manufacturing; the PSC code is 6840, Pest Control Agents and Disinfectants.

Solicitation number 12639526Q0305  is issued as a Request for Quotation (RFQ) for Grasshopper Chemical Supply Purchase.  Under the guidance of Section 417 of the Plant Protection Act of 2000, USDA (including APHIS) plays a coordinating role between Federal agencies, State agricultural departments, and private ranchers to control both grasshoppers and Mormon crickets. It should be noted that APHIS itself does not have its own management goals for grasshoppers, but rather responds to public demand, and official requests from stakeholders for assistance. Grasshopper and Mormon cricket bait is bought based on the forecast of PPQ pest activity and hazard mapping. Idaho APHIS PPQ Treatments: The 2024 and 2026 Idaho Environmental Assessment requires the use of Wilbur Ellis 2% Carbaryl Pelletized bait for treatments of Grasshoppers and Mormon Crickets.
