2.0 Background
Under the guidance of Section 417 of the Plant Protection Act of 2000, USDA (including APHIS) plays a coordinating role between Federal agencies, State agricultural departments, and private ranchers to control both grasshoppers and Mormon crickets. It should be noted that APHIS itself does not have its own management goals for grasshoppers, but rather responds to public demand, and official requests from stakeholders for assistance.
Grasshopper and Mormon cricket bait is bought based on the forecast of PPQ pest activity and hazard mapping. Bait could be purchased annually, semi-annual, or extended periods depending on the quantity used in a given timeframe and the severity of pest outbreaks.
Idaho APHIS PPQ Treatments: The 2024 and 2026 Idaho Environmental Assessment requires the use of Wilbur Ellis 2% Carbaryl Pelletized bait for treatments of Grasshoppers and Mormon Crickets. The Idaho Bureau of Land Management (BLM) and the Idaho Forest Service (FS) require Wilbur Ellis 2% Carbaryl Pelletized Bait in annual Treatment Authorizations and Pesticide Use Plans prior to any treatments by APHIS PPQ on BLM and FS Federally manged Idaho Lands.

Federal lands proposed for treatment is BLM managed land that has been surveyed and determined by APHIS-PPQ to have met a threshold number of grasshoppers and/or Mormon crickets to trigger movement to nearby private lands and cause significant damage to agricultural crops and/or private plantings. Treatment sites could include a variety of habitat types but mainly grasshopper treatments are more likely to be necessary in grassland areas while Mormon cricket treatments are more likely in mountain foothills.
Grasshopper treatments may occur on public lands located within 1 mile adjacent to agricultural lands unless otherwise removed from treatments because of wildlife, plant, or aquatic resource concerns. Areas open to Mormon cricket treatment are delineated on BLM treatment maps that depict areas open and closed to treatments. Treatments could occur in the following Idaho counties: Ada, Adams, Bannock, Bear Lake, Bingham, Blaine, Boise, Bonneville, Butte, Camas, Canyon, Caribou, Cassia, Clark, Elmore, Franklin, Fremont, Gem, Gooding, Jefferson, Lincoln, Madison, Minidoka, Oneida, Owyhee, Payette , Power, Teton, Twin Falls, and Washington.

Non-Target Impacts and Planned Mitigation
Integrated Pest Management Practices Considered
The planned mitigation for various areas of concerned and sensitive species is outlined in IDAHO APHIS-PPQ - EA# ID-2024-26-01 Grasshopper and Mormon cricket Suppression Program for Southern Idaho.
Only 1 application of a insecticide per year will be made on a specific site. A minimum of 50 foot border from any water body will be maintained for all ground bait applications. In many cases this border may be far greater (up to 3 miles) depending upon specific impacted species as outlined in EA# ID-2024-26--01.
APHIS would make available a mechanism whereby individuals can request that federally managed rangelands around or adjacent to their private property could be excluded from treatments for grasshoppers.
APHIS would perform on-site examination of proposed treatment blocks to determine the presence of water, stock water tanks, bee hives, and other sensitive areas to exclude and or provide necessary border establishment.
APHIS would exclude all sensitive areas identified by BLM (plant avoidance areas, herbicide treatment, sage grouse nesting, etc.) in any treatment proposal.
All treatments on BLM administered land would be supervised or performed by USDA-APHIS PPQ personnel and utilize the application
IDAHO APHIS-PPQ - EA# ID-2024-26-01 Grasshopper and Mormon cricket Suppression Program for Southern Idaho.
This NEPA document identifies specific mitigation requirements and precautions for pesticide use. Chemical treatments would not be applied directly to any water body, residence, or on humans and would only be applied by licensed applicators in accordance with label instructions. All sensitive areas identified by BLM would be excluded from treatment as identified by shape files provided.
All treatments would be consistent with the Final EA issued by APHIS. All treatments will occur only within areas approved and authorized by the BLM authorized officers. APHIS will be provided with BLM Field Office specific maps and an authorization letter annually prior to any treatment.
Post treatment GPS location data will be provided to the respective field offices.
Sensitive Aspects and Precautions (Completed by the BLM)
Are there any Special Status Species in the proposed treatment area? YES
If Yes, are the Special Status Species considered threatened, endangered and proposed for listing?
YES
If Yes, did your Field Office coordinate with the appropriate U.S Fish and Wildlife or National Marine Fisheries office? YES
If Yes, was ESA Section 7 consultation completed?
YES
If yes, select extent of consultation and describe the outcome in the Site Description section
Formal
Provide appropriate explanations regarding the Special Status Species questions above. Also, identify and describe any BLM Special Status Species.
In addition to ESA listed species that APHIS consulted on, BLM has identified several Special Status Species (e.g., monarch butterfly, sage-grouse, SSS plants, aquatic resources) and provided APHIS with treatment avoidance maps for this suite of species in Twin Falls, Idaho Falls, and Boise District Offices. Each office will provide annual letters to APHIS outlining treatment area restrictions. In effect, buffers surrounding treatments will provide sufficient barriers from SSS and T&E occupied habitat.
