About this opportunity
The Department of State, U.S. Embassy Phnom Penh, seeks quotation for the supply of one brand-new executive multi-purpose vehicle (MPV), with quotations due September 16, 2026, at 4:00 p.m. Cambodian local time. This is not a set-aside procurement.
Place of performance is Phnom Penh, Cambodia. The vehicle must be an unused, current production year (or immediately preceding model year) executive passenger MPV with left-hand drive steering, petrol or diesel engine with minimum 2.4L displacement, automatic transmission, and front-wheel or all-wheel drive. Acceptable models are Toyota Alphard Executive Lounge/VIP Grade, Lexus LM, Toyota Vellfire, or Hyundai H350 VIP/Executive. The vehicle must feature black exterior color, dual power-sliding rear doors, privacy glass, alloy wheels, VIP seating with powered reclining captain's chairs, multi-zone climate control, comprehensive safety features (pre-collision mitigation, lane keeping assist, blind spot monitoring), and modern amenities including touch screen audio system with Apple CarPlay and Android Auto.
The vendor must demonstrate local serviceability with an established service center in Phnom Penh, trained technicians, and active OEM spare parts inventory, and provide minimum three-year warranty covering manufacturer defects or 100,000 km, whichever comes first. Delivery must be door-to-door to the Embassy within one to three months after order issuance, with the vendor responsible for all shipping, customs clearance, and demurrage costs. For overseas vendors outside the United States, quotations should be all-inclusive CIF pricing; U.S. vendors should ship to Lincoln Moving & Storage in Kent, Washington, with an additional 20–30 percent added for transportation and customs clearance to final destination. Late delivery penalties apply at 0.5 percent per seven days after the eighth day of delay, not to exceed 5 percent.
The Embassy will award to the lowest price, technically acceptable offeror and will not commit to any award. Quotations must be submitted in English by sealed mail or electronically to PhnomPenhProcurement@state.gov, with attachments in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF format not exceeding 20 MB per file. All offerors must register in SAM prior to quotation submission. Payment will be made via electronic funds transfer within 30 days of goods receipt.
