About this opportunity
The Civil Rights Cold Case Records Review Board is seeking a cloud-based Software as a Service (SaaS) marketing automation solution to manage stakeholder communications through email and social media platforms. The General Services Administration is issuing this Request for Quotation (RFQ) on behalf of the agency, with the primary objective of obtaining comprehensive email marketing and social media management services. The contract requires a solution capable of sending up to 1,000 emails annually to 200,000 subscribers and managing accounts on Twitter, Facebook, and LinkedIn, with a requirement for 508-compliant templates and FedRAMP authorization. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with vendors required to hold GSA MAS 511210 schedule contracts. Critical deadlines include January 2, 2025, at 3:00 PM EST for submitting questions and January 15, 2025, at 5:00 PM EST for quote submissions.
The solicitation is designated as a total small business set-aside, with the contract structured as a single-award, firm-fixed-price task order covering a 12-month base period and two 12-month option periods from January 31, 2025, to January 30, 2028. The place of performance will be primarily remote, with some support required at the Board's Washington, DC location. While specific award values are not disclosed in the documentation, the pricing template suggests scalable service levels for email subscribers and social media account management, ranging from 200,000 subscribers in the base year to 1.2 million in option years. The contract will include provisions for various labor roles such as Project Manager, Database Engineer, and Administrator. Interested vendors must submit technical and pricing volumes separately and utilize the provided Attachment A for pricing and Attachment B for submitting questions.
