About this opportunity
The U.S. Consulate General in Cape Town is seeking a qualified Architect/Engineer (A/E) firm to provide third-party construction oversight and quality assurance services for a residential housing development in the southern suburbs of Cape Town. The Department of State's Bureau of Overseas Buildings Operations (OBO) requires comprehensive construction monitoring for four residential units, including plan review, on-site inspections, code compliance verification, and detailed reporting. The procurement will be conducted under the Short Selection Process, with evaluation based on qualifications rather than price. Evaluation criteria include professional qualifications (40%), specialized experience (20%), work capacity (10%), past performance (10%), and local knowledge (10%). Interested vendors must submit an SF330 form, company profiles, key personnel qualifications, and at least three references, with responses due by May 28, 2025, at 10:00 local time.
The solicitation does not have a specific set-aside designation and will be open to all qualified firms. The project involves approximately 50 site visits over a 24-month period, with construction expected to start in February 2025 and units to be delivered in Fall 2026. While specific award values are not disclosed, the contract will be a firm-fixed price based on qualifications. All offerors must be registered in SAM.gov and comply with U.S. government contracting requirements, including anti-discrimination regulations and National Defense Authorization Act (NDAA) compliance. The selected firm will be responsible for verifying design compliance, inspecting electrical, mechanical, and structural elements, tracking and reporting deficiencies, and ensuring adherence to local and international building codes throughout the construction process.
