About this opportunity
The U.S. Department of State is seeking architectural and engineering (A&E) services for the U.S. Embassy in Freetown, Sierra Leone through a Request for Qualifications. The solicitation calls for a firm to develop designs and support construction efforts for mechanical, structural, and electrical system modifications and repairs on the embassy compound, adhering to Department of State Overseas Building Operations design standards. Qualified firms must demonstrate professional experience with projects valued between $50,000-$250,000 in the past three years, possess current access to Department of State ProjNet software, and have a business presence in Freetown. Evaluation will focus on firms' professional qualifications, with the Embassy selecting the best-qualified licensed firm for contract negotiation. Responses are due by 4:00 PM on January 11, 2025, and must include specific submission materials such as the SF330 form, company profile, business registrations, tax compliance evidence, financial reports, and SAM.gov registration proof.
The solicitation is not designated with any specific set-aside provisions and will be open to competitive bidding. The project will be executed as a Design-Bid-Build (DBB) solicitation, with work to be performed directly in Freetown, Sierra Leone. While specific award values are not explicitly stated, the contract appears focused on projects in the $50,000-$250,000 range, targeting modifications and repairs to embassy facilities. The architectural and engineering services will emphasize creating safe, secure, functional, and resilient facilities that incorporate local cultural influences, sustainable priorities, and diplomatic considerations. No incumbent contractors are mentioned in the documentation, and the procurement appears to be a fresh solicitation for professional services supporting embassy infrastructure improvements.
