About this opportunity

The Department of the Air Force Air Mobility Command is seeking a nonprofit organization to manage the STARBASE Arkansas STEM education program at Little Rock Air Force Base. The program aims to inspire students in Title 1 local school districts to pursue STEM careers through hands-on instruction and innovative curriculum, focusing on exposing 90 scholars weekly to high-yield STEM concepts. The selected nonprofit will be responsible for program oversight, staffing, curriculum management, and continuous improvement, with a demonstrated track record in STEM education and DoD-affiliated programs. Proposals will be evaluated across six key categories: relevant experience (25%), project approach (25%), staffing and qualifications (15%), community engagement (10%), evaluation methods (10%), and cost-effectiveness (15%). Critical deadlines include a proposal submission due date of June 5, 2025, at 4:00 pm, with an award announcement expected on June 16, 2025.

The contract is not set aside for any specific business category and will support three funded and two unfunded classrooms with a comprehensive program including 6 summer camps and 4 community outreach activities. The nonprofit will need to fully transition the program by August 1, 2025, in preparation for the 2025-2026 school year, with an initial 3-year agreement term. While specific budget details are not explicitly stated, the RFP allows for budgeting of instructor materials, facility furnishings, staff transportation, supplies, equipment, contract services, and communications. The staffing structure will require one Program Director, one Deputy Director, three Program Instructors, three Instructor Assistants, and one Office Manager for the three funded classrooms. Notably, STARBASE Arkansas has been closed since February and will not retain previous staff, presenting a complete restart of the program for the upcoming academic year.
