About this file

This document is a set of Submitted Questions and Answers for the STARBASE Arkansas Request for Proposal. The Q&A provides critical details about the RFP, including key requirements for potential nonprofit bidders. Significant clarifications include: staffing composition (one Program Director, one Deputy Director, three Program Instructors, three Instructor Assistants, and one Office Manager for three funded classrooms), allowable budget line items (instructor materials, facility furnishings, staff transportation, supplies, equipment, contract services, and communications), and confirmation that staffing for two unfunded classrooms is not required.

Additional noteworthy information reveals that StarbaseAR has been closed since February, will not have summer programs, and will not retain previous staff. The RFP does not require a Notice ID, has no maximum page limit for submissions, and allows a non-profit to submit the quote regardless of any subcontracting arrangements. The overall goal remains consistent with the federal contract opportunity description: to provide a STEM education program serving Title 1 local school districts near Little Rock AFB, with a transition deadline of August 1, 2025 for the 2025-2026 school year.
