About this opportunity

This pre-solicitation notice from the Department of Energy, Office of Headquarters Procurement Services, has been cancelled as of May 22, 2026; responses are no longer required.

The RFI was issued on behalf of the Office of General Counsel to conduct market research on on-site document digitization services for approximately 2,000 boxes of classified and unclassified paper records. DOE sought to identify vendors capable of converting physical records into NARA-compliant digital formats suitable for integration into a future commercial off-the-shelf electronic records management system.

The RFI objectives included assessing vendor capabilities in handling both classified and unclassified federal records, understanding adherence to NARA digitization standards and security protocols, evaluating technical approaches for large-scale on-site digitization, and obtaining budgetary estimates for various service configurations. DOE stated that non-respondents to the RFI may have been precluded from future solicitations related to this requirement, and that the RFI could have resulted in limited competition for a subsequent Request for Quote at DOE's discretion.

The work falls under NAICS 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and PSC R617 (Support – Administrative: Electronic Records Management Services).
