About this opportunity
The General Services Administration Public Buildings Service seeks to lease warehouse space in San Jose, California, with offers due July 28, 2026. The space must be 2,500 to 3,500 square feet of contiguous ground-floor area on a 10-year lease with an 8-year firm term.
The delineated area is bounded by Montague Expressway–Highway 101 to the north, Highway 82 to the south, De La Cruz Boulevard to the east, and Lawrence Expressway to the west. The facility will be used for secured vehicle storage of full-size sport utility vehicles and related equipment.
The warehouse must include a minimum clear ceiling height of 10 feet, a ground-level roll-up door no smaller than 10 feet high by 12 feet wide with manual opening capability, one pedestrian access door, and a concrete slab rated for at least 75 pounds per square foot to accommodate vehicles weighing approximately 10,500 pounds plus 2,000 pounds of equipment and personnel. One surface parking space adjacent to the facility is required. The space must be slab-on-grade with a single loading dock and accommodate 24/7 access. Utilities must include standard 110-volt electrical service, overhead lighting suitable for maintenance work, cold water service with a utility sink, and a restroom with one toilet and sink providing hot and cold water.
The space must be located within a low-threat area, not in close proximity to foreign government agencies, and not in a 1-percent-annual-chance floodplain. It shall not be located adjacent to foreign-owned businesses. Offered space must meet federal fire safety, accessibility, seismic, and sustainability standards and must be fully serviced. A Phase I environmental site assessment, Energy Star certification or eligibility documentation, and fire protection and life safety evaluation are required. The facility must comply with Facility Security Level II requirements, including access controls, video surveillance, intrusion detection systems, and security measures for critical areas. Exterior windows must be frosted or blackened for security. The Government reserves installation rights for high-security locks, electronic access controls, intrusion detection systems, and security cameras.
Evaluation uses a two-step process: Step 1 awards to the lowest-priced technically acceptable offeror using present-value price evaluation at a 5 percent discount rate with operating expenses escalated at 2.5 percent annually. Step 2 requires the apparent lowest-priced offeror to submit detailed due diligence documentation. Offerors must be registered in SAM.gov and comply with Section 889 of the FY19 National Defense Authorization Act telecommunications prohibitions. The NAICS code is 531120. Lease Contracting Officer is Joel Wilson (joel.wilson@gsa.gov). Estimated occupancy is October–November 2026.
