About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturers capable of producing the C-5 Rotary Hand Pump (NSN 4320-00-490-7424UC), a manually operated low-pressure hydraulic pump used on C-5 Galaxy and C-17 military transport aircraft. This critical component is used to replenish hydraulic fluid reservoirs both on the ground and during flight operations. The procuring agency seeks manufacturers with demonstrated expertise, capabilities, and experience in qualification and production of this specialized pump assembly. While specific evaluation criteria are not detailed in this pre-solicitation notice, the government's primary concern centers on ensuring technical compatibility and safety integrity with the aircraft's hydraulic systems. Interested parties must respond to this market research inquiry by the December 2, 2025 deadline.

This procurement does not utilize a set-aside designation and represents a sole-source contract opportunity. The current equipment manufacturer and incumbent is the Lear Romec Division of Crane Co. (Cage Code: 51663), which maintains proprietary manufacturing data and technical specifications for this component. The government does not possess a complete manufacturing data package to release to potential competitors, citing this as a significant impediment to competition and justifying the sole-source approach. While the contract value and specific quantity requirements are not disclosed in this pre-solicitation notice, the critical nature of this component to military aircraft operations suggests a long-term supply relationship. Potential manufacturers should note that commercial substitutions would be inappropriate due to compatibility and safety concerns inherent to the aircraft's integrated hydraulic system.

SUBJECT

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 / C17 Rotary Hand Pump; NSN 4320004907424 / Part Number RR34120B (Cage Code: 51663).  The Lockheed Part number is 4H940004-105A.

ITEM DESCRIPTION

The rotary hand pump is used on the C-5 Galaxy and C-17 aircraft which are military transport aircraft.  The rotary hand pump is a manually operated low pressure hydraulic pump. The pump is used in conjunction with a filler receptacle and a fill selector valve. The pump pushes hydraulic fluid from the filler receptacle to the reservoir. The assembly is used to replenish the reservoir after servicing various components of the aircraft hydraulic system.  It can be used in flight to replenish any hydraulic reservoir on the aircraft.

IMPEDIMENTS TO COMPETITION

The original equipment manufacturer for this item is the Lear Romec Division of Crane Co. (Cage Code: 51663), which maintains its proprietary manufacturing data for this item.  The Government does not own a complete manufacturing data package to release to potential vendors in support of this requirement. Although this item is similar to commercial items, without rights to the data the Government cannot determine if a suitable substitute would perform the original part’s intended function.  This pump is a critical component of the C-5 Hydraulic System. Commercial substitutions would require major mechanical modifications and would compromise the integrity and safety of the entire system. As a result, Lear Romec Division of Crane Co is the only known source with adequate knowledge of the rotary hand pump performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Lear Romec Division of Crane Co for the production of the rotary hand pumps in support of the C-5 and C-17 aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 02 December 2025 by emailing Robert Berg at robert.berg.9@us.af.mil and/or dla.dlr.proc@us.af.mil.  The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

DISCLAIMER

This request for interested manufacturers is for informational purposes only. This is not a request for proposal.  It does not constitute a solicitation and shall not be construed as a commitment by the government.   Responses in any form are not offers, and the government is under no obligation to award a contract as a result of this announcement.  No funds are available to pay for preparation of responses to this announcement.   Any information submitted by respondents to this technical description is strictly voluntary.
