About this opportunity
The Federal Aviation Administration Southwestern Region is conducting a market survey and request for information on non-rotating antenna radar technologies to support National Airspace System modernization and Brand New Air Traffic Control System (BNATCS) efforts, with responses due by May 29, 2026, at 3:00 PM ET.
Eligible respondents must offer non-rotating antenna systems with a minimum Technology Readiness Level of 3 and Manufacturing Readiness Level of 4. The FAA seeks capabilities across multiple operational domains including enroute (200–256 NM), terminal (60–120 NM), remote and harsh environments, and dense airspace, with support for L-Band (1030/1090 MHz), S-Band (2700–2900 MHz), and ADS-B (978 MHz) frequencies. Respondents must address non-cooperative surveillance radar (NCSR)-only and cooperative surveillance radar (CSR)-only antenna system replacement options and compatibility with existing BNATCS radars from Raytheon Company (ASR-XM for NCSR; Condor Mk3 for CSR) and Indra Group (PSR-2D for NCSR; MSSR-NEO for CSR).
The FAA requires rough order of magnitude pricing estimates segmented by non-recurring integration and testing costs, first article hardware acquisition, low-rate production for 10 units each of CSR and NCSR systems, and per-unit implementation and deployment costs. Responses are limited to five pages excluding clarifying questions, formatted in Times New Roman 12-point font with one-inch margins, and must be submitted as PDFs to Jackson LeMay (Jackson.T.LeMay@faa.gov) and Kristin Frantz (Kristin.T.Frantz@faa.gov). This is a market survey only; the government will not compensate respondents for response development or pay for submitted information.
