About this opportunity

The General Services Administration (GSA) Federal Acquisition Service issued a cancelled Request for Information (RFI) titled "CANCELLED-Request for Information/Demos - GSA Charge Card and Commercial Payments." Originally posted on April 15, 2025, with an initial due date of April 18, 2025, this special notice sought industry demonstrations of commercial charge card and payment capabilities. The notice was cancelled following a strategic decision by GSA announced on February 11, 2026, to redirect focus toward accelerating the government-wide transition to the next generation of the GSA SmartPay program. The GSA Center for Charge Card Management (CCCM) manages the government-wide GSA SmartPay program, which serves approximately 250 federal agencies and organizations with commercial charge card services, having facilitated nearly $40 billion in spending through approximately 90 million transactions in fiscal year 2024.

The RFI's primary purpose was to conduct market research and collect information on industry capabilities to support the government's procurement planning for advanced payment solutions. Interested vendors were invited to provide no-cost virtual demonstrations via WebEx, with each presentation limited to 60 minutes including a 5-minute GSA introduction, scheduled through an online calendar link with no alternative dates available. There were no set-asides or specific eligibility restrictions stated; all interested parties were welcome to participate regardless of prior RFI response history, though GSA reserved the right to decline viewing any submission. The demonstrations were intended to showcase comprehensive capabilities including company overview, purchase and travel solutions, fleet management, account management, transaction management, data mining, fraud prevention, invoice management, and reporting functionalities to support GSA's development of scalable, enterprise-wide payment solutions delivering innovation and improved controls across the federal government.

Introduction

The General Services Administration (GSA) Center for Charge Card Management (CCCM) is responsible for overall program management and leadership of the GSA SmartPay® program. This government-wide program provides commercial charge card and payment related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. In fiscal year 2024, more than 4.5 million GSA SmartPay 3 card and account holders spent nearly $40 billion, through approximately 90 million transactions.

Purpose

As part of continuing market research and a follow-up to the previous RFI 47QRAB25N0002 (posted 20 March 2025, and updates thereto), GSA is requesting interested industry partners to provide a demonstration or presentation highlighting their capabilities at no cost to the government. The purpose/goal of these demonstrations is to supplement the government’s market research. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes.

Location/Scheduling Instructions

GSA has elected to conduct demonstrations/presentations virtually via WebEx. Industry partners choosing to participate in a briefing/demonstration will be allotted a maximum of 60 minutes (which includes 5 minutes for GSA introductions). While GSA is making accommodations to view as many demonstrations as possible, GSA may elect not to view your demonstration/presentation.

For these efforts, no Government Furnished Equipment (GFE) equipment will be provided and it is expected that industry partners provide a live demonstration or presentation.

GSA has extended the invitation to attend demonstrations/presentations to the government-wide Agency/Organization Program Coordinators (AOPCs). The AOPCs will not be able to ask questions during the sessions so that your company will be able to maximize the full time allotted for the demonstration/presentation. AOPCs will be able to submit any questions to GSA after the session and those will be provided to you for consideration and response.
