About this file
This document is a Request for Information (RFI) Questions and Answers related to GSA's Charge Card and Commercial Payments demonstration/presentation opportunity. GSA's Center for Charge Card Management (CCCM) is conducting market research for a potential pilot project under GSAM Part 571, seeking industry partners to provide 60-minute virtual demonstrations of their commercial payment and charge card capabilities. The demonstrations will cover topics including company overview, purchase and travel solutions, fleet management, account management, transaction management, data mining, fraud prevention, invoice management, and reporting.
Key details include a tight timeline with demonstrations available through a WebEx platform, with GSA reserving the right to not view all presentations. Interested parties can schedule a presentation slot by providing basic contact information, and are not required to have responded to the original 3/20/2025 RFI. The government will protect proprietary information if properly marked, and presenters requiring Non-Disclosure Agreements (NDAs) should notify GSA prior to their demonstration. Demonstrations are not being recorded, and all interested parties are welcome to participate, with no restrictions on initial RFI respondents.

RFI 47QRAB25N0002-Demos Q & A Questions GSA Response
GSA has allowed a total of 76 hours and 12 minutes (or 31 hours and 12 minutes, based on a 9-hour workday) for companies, particularly small businesses, to— Find the new notice, Coordinate team schedules, Schedule the demonstration/presentation appointment, and Ask any questions related to GSA’s latest notice and demonstration/presentation content.
This short timeframe puts small businesses at a distinct disadvantage.
Will GSA extend cut-off date of this notice 47QRAB25N0002-Demos (issued 4/15/2025 at 2:58pm EDT) for the purposes of:
Allowing ample opportunity for this announcement to have broad reach and be viewed by interested parties, particularly small businesses?
Allowing interested small businesses the ability to request a Demonstration / Presentation Scheduling appointment?
Allowing small businesses adequate time to ask meaningful questions related to the notice’s requirements?
What program urgency can GSA disclose which exists that justifies its use of the extremely short turn-around time?
The 4/15/2025 “Demos” notice – Does not indicate that respondents to this notice must also have submitted a response to the original 3/20/2025 RFI notice;
Says GSA seeks “…interested industry partners to provide a demonstration or presentation highlighting their capabilities…”;
Does not request any response from interested parties as part of the “Demos” notice;
Indicates that “GSA may elect not to view your demonstration/presentation”; and Requires only that a party interested in the demonstration/presentation appointment provide the first and last name and email address of the requestor.
Based on the above - How does GSA plan to fairly determine which demonstrations/presentations it will view?
What criteria will GSA use to eliminate an interested party from a demonstration/presentation, particularly when no other information than a name and email address are required to schedule a demonstration/presentation under the 4/15/2025 Demos notice?
GSA indicates that “Presenters can choose a preferred method to cover the above topics to include a slide deck presentation format, a live system demonstration of capabilities, or a combination of both.”
The 3/20/2025 RFI indicated any submissions were to be marked as CUI by GSA. However in the 4/15/2025 Demos notice, GSA makes no statements related to protection of materials or information.
How will GSA protect information presented in the demonstration/presentation, and any notes taken by Government personnel, from further disclosure?
GSA does not intend to change the timeframes in the RFI.
CCCM is conducting market research for the potential development of a pilot project under the authority of GSAM Part 571 - Pilot Program For Innovative Commercial Products and Commercial Services (Commercial Solutions Opening (CSO)). GSA has determined that the timeframes in the RFI are appropriate for this phase of the market research.
Providing a demonstration/presentation to the Government is optional and GSA has allotted time to view as many as possible. As of 18 April 2025, 1PM ET there are demonstration/presentation slots still available GSA is using these demonstrations/presentations as part of the market research process and, in its sole discretion, may elect to not view demonstrations/presentations or to end them early if the presenters veer from the allotted time or specified topics.
The Government intends to follow all applicable data, information protection, and privacy requirements.
Will GSA provide businesses with an NDA or other document protecting its proprietary solutions?
Will GSA disclose the numbers and roles / titles of Government personnel participating in the demonstration/presentation (names are not requested)?
If not, will GSA provide, at minimum, assert that only Federal Government staff are involved on the Government’s behalf?
Will demonstrations/presentations be recorded? If so, how will recordings be used and protected?
The Government will protect proprietary information as required. Proprietary information should be properly marked and presenters requiring NDAs should notify the Government prior to beginning their demonstration/presentation.
The Government will be using WebEx Webinar meetings which will identify individual participants. Attendees representing the Government will have proper authorization to attend.
The demonstrations/presentations will not be recorded.
All interested parties are welcome to provide a demonstration/presentation.
The invitation is not restricted to initial respondents.
Demonstrations do not need to address all topics on the list if they are not capabilities a company can provide.
GSA is open to all possible commercial solutions for purchase, travel & fleet business lines.
If you’re not seeking demos from [redacted text] or others more likely to be in a “sub” position on any future programs, [does GSA want us] to show our capabilities to the GSA and broader A/OPC teams. Can you advise?
Is there any pre-requisite that an interested potential partner must have submitted a response to the prior RFI (47QRAB25N0002) in order to participate in this one? Or can any viable interested party request a presentation slot?
Do demonstrations/presentations need to address all topics and/or capabilities in the list?
Is GSA open to presentations that remove the need for credit card purchases by providing spend management and visibility capabilities aligned to more traditional invoicing end electronic data interface (EDI) submissions?
