About this file

This is a Request for Information (RFI) issued by the Marine Corps Program Manager Tactical Communications & Electromagnetic Warfare Systems seeking market research on Hardware-as-a-Service (HaaS) vendors for tactical camera systems. The Marine Corps seeks vendors experienced in leasing, Commercial-Off-The-Shelf (COTS) technology integration, tactical kitting, and lifecycle management for Department of War customers to establish a sustainable, multi-year "Evergreen" technology refresh cycle for the Visual Information Acquisition System (VIAS) Family of Systems. The acquisition targets NAICS Code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and is structured around a staggered 3-year modernization cycle: Year 1 focuses on Camera Systems Refresh via HaaS leasing, and Year 2 addresses Tactical Peripherals/Accessories Refresh via HaaS leasing. A mandatory 36-month hardware refresh cycle is required for all leased components.

Key technical requirements include Canon RF lens mount compatibility for all proposed camera systems to leverage existing Government-owned optical lens inventory, and full Trade Agreements Act (TAA) compliance for all hardware including camera bodies, cinema cameras, lenses, media cards, and power accessories. Vendors must demonstrate HaaS/DaaS experience with federal customers, Canon RF-mount mirrorless camera sourcing and support capabilities, TAA verification and quality assurance processes, kitting and staging capabilities for custom tactical systems, Supply Chain Risk Management capabilities, and cybersecurity compliance credentials. Vendors must provide a Rough Order of Magnitude pricing estimate for per-kit, per-year subscription costs for VIAS-Video and VIAS-Photo kits based on attached component lists, identify relevant Government contract vehicles held (such as NASA SEWP V, GSA MAS, or SeaPort-NxG), and specify business size under NAICS 532490. Response format requires 15-page maximum submissions in Word or PDF format submitted via DoD SAFE by 4 December 2026 at 1500 Eastern Time. Questions must be submitted by 11 November 2026 at 1300 Eastern Time to caroline.b.howard.civ@usmc.mil, with responses posted to SAM.gov. This RFI is for market research and planning purposes only and does not constitute a solicitation or commitment by the Government.

VISUAL INFORMATION SYSTEMS MODERNIZATION (VISM) REQUEST FOR

INFORMATION (RFI)

M67854-27-I-2002

1. GENERAL INFORMATION

Document Type: Request for Information / Market Research

Sources Sought: All Businesses – Under North American Industry Classification System

(NAICS) Code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and

Leasing)

Closing date for RFI: 4 December 2026 at 1500 Eastern Time

This Request for Information (RFI) initiates market research under Federal Acquisition

Regulation (FAR) Part 10. This RFI is a market research tool to determine the availability and adequacy of potential solutions prior to determining the acquisition strategy and issuance of a formal solicitation. The Government will not reimburse respondents for any information received. This RFI is for informational and planning purposes only and does not constitute a solicitation or a commitment by the Government.

2. DESCRIPTION

Program Acquisition Executive Marine Corps (PAE MC) Program Manager Tactical

Communications & Electromagnetic Warfare Systems (PM TCE) is assessing industry’s capability to provide Commercial-Off-The-Shelf (COTS) tactical camera systems, lenses, and accessories under a Hardware-as-a-Service (HaaS) operating lease model.

The focus of this RFI is to find HAAS vendors to assist with establishing a sustainable, multi-year "Evergreen" technology refresh cycle for the Marine Corps' Visual Information Acquisition

System (VIAS) Family of Systems (FoS). The HaaS vendor will be responsible for providing the latest-generation commercial equipment, managing the technology lifecycle, and executing a mandatory 36-month hardware refresh for all leased components.

This RFI specifically seeks information from vendors experienced in leasing, COTS technology integration, tactical kitting, and lifecycle management for Department of War (DoW) customers.

3. BACKGROUND & KEY REQUIREMENTS

The VIAS FoS provides Communication Strategy and Operations (CommStrat) Marines with modular, expeditionary kits for tactical still photography and video capture. These kits are composed of COTS items that experience rapid technological advancement and short commercial lifecycles.

To address capability gaps, PM TCE is transitioning from a traditional block-procurement model to a staggered, 3-year Evergreen Modernization Cycle:

• Year 1: Camera Systems Refresh (Sourced via HaaS leasing).

• Year 2: Tactical Peripherals/Accessories Refresh (Sourced via HaaS leasing).

Brand Name Requirement:

The Marine Corps maintains a significant inventory of Government-owned, high-value optical lenses and accessories designed exclusively for the Canon EF and RF mount systems. To maximize the return on existing taxpayer investment, ensure interoperability across the inventory, and eliminate the prohibitive cost of replacing legacy lens inventories, all proposed

Year 2 Camera Systems must maintain native, non-adapted (or seamlessly adapted via manufacturer-certified adapters) compatibility with the Canon RF lens mount standard.

Trade Agreements Act (TAA) Compliance Requirement:

To ensure security of the supply chain and strict adherence to federal procurement regulations, all proposed hardware—including camera bodies, cinema cameras, lenses, media cards, and power accessories—must be fully TAA compliant. Under the HaaS model, the contractor will be contractually obligated to verify and certify that all leased items originate from a designated

TAA-compliant country throughout the life of the contract, including during all technology refresh events.

4. RESPONSE FORMAT

Responses should be prepared in accordance with the following guidelines:

• Utilizing either Word (.docx, 2013 or newer) or Adobe (.pdf) software.

• Times New Roman 12 (or larger) font, single-spaced.

• The page limit is 15 pages (not including cover page or attachments).

• A cover sheet that includes:

• Project Title: VISM HaaS RFI

• Company Name, CAGE Code, and UEI/DUNS.

• Primary Point of Contact (Name, Address, Phone, E-mail).

• Date of submission.

• Technical Information responding to all questions listed in Paragraph 5 below.

5. TECHNICAL & CAPABILITIES INFORMATION REQUESTED

Interested vendors are requested to provide detailed responses to the following areas:

A. HaaS, Sourcing, & Lifecycle Management Capabilities

1. Describe your company’s experience providing HaaS, Device-as-a-Service (DaaS), or other operating lease solutions to DoW or federal customers.

2. Canon Sourcing & Alignment: Detail your company’s status as an authorized federal reseller for Canon professional imaging products. Confirm your ability to lease, support, and refresh Canon RF-mount mirrorless camera bodies (e.g., Canon EOS R series or equivalent) and Canon professional cinema cameras.

3. TAA Verification: Describe your company’s quality assurance process for verifying, documenting, and certifying TAA compliance for all leased hardware components.
