About this opportunity
The United States Coast Guard is conducting market research through this Request for Information to identify industry capabilities for replacing their current Aviat (Harris) Constellation radio and Fujitsu Flashwave 4100LS Multiplexers with new Aviat Eclipse INUes as part of a microwave radio recapitalization project for District 14 in the Hawaiian Islands. The procurement seeks both hardware and professional services including systems engineering, integration services, logistics support, and training for Coast Guard personnel. Key requirements include FIPS 140-2 compliant equipment with hot-standby redundancy, remote access monitoring, Single Mode fiber connectivity, and the ability to handle TDM and Ethernet circuits. This RFI is for planning and information purposes only and is not a formal solicitation, with responses due by July 23, 2025 at 1:00 PM ET. The Coast Guard will use responses to determine vendor capabilities, assess potential socio-economic categories, and develop the most appropriate acquisition strategy for this requirement.
This procurement has no set-aside designation and will involve replacing equipment at sites on Mt. Haleakala, Maui, with the current contractors being Aviat (formerly Harris) for the Constellation radios and Fujitsu for the Flashwave 4100LS Multiplexers. The specific hardware requirement includes 3 Eclipse INUe units equipped with protected OC-3 interface, Ethernet card, and DS1 loop protection cards/jackfield. The period of performance is 12 months from the date of award, with work primarily conducted at contractor facilities and the USCG District 14 site. The contract is intended for award in Fiscal Year 2025, with the overall project timeline extending through June 30, 2026. While pricing information is appreciated in responses, it is not required for this market research phase, and respondents are encouraged to include information about existing government-wide contract vehicles and their set-aside category.
