About this opportunity

The Department of the Navy Naval Facilities Engineering Command is conducting a Request for Information (RFI) to gather market research on the supply and delivery of Liquefied Natural Gas (LNG) to Naval Station Guantanamo Bay, Cuba. This RFI is specifically seeking industry feedback to support a future five-year firm-fixed-price requirements contract with no minimum guarantee, anticipated to begin in April 2026. The LNG will fuel a natural gas-powered combined cycle power plant at the naval station, requiring specialized delivery capabilities and adherence to strict maritime and security protocols. Companies can respond through written submissions or by requesting individual virtual Microsoft Teams sessions to discuss their capabilities with government representatives. The deadline for requesting virtual sessions is July 15, 2025, at 2:00 PM EDT, while written responses must be submitted by July 22, 2025, at 2:00 PM EDT. Responses are limited to five pages and must address specific questions outlined in the attached questionnaire, with submissions directed to three Navy contracting personnel via email.

This procurement opportunity operates under NAICS code 221210 (Natural Gas Distribution) with a small business size standard of 1,150 employees, and no set-aside designation has been applied to encourage broad industry participation. The Navy estimates annual LNG requirements at 898,506 MMBtu, totaling approximately 4,492,530 MMBtu over the entire five-year contract period from July 2025 through July 2030. LNG deliveries are expected every 14-19 days using tankers with capacities between 2,000-15,000 cubic meters, capable of offloading at the base's Pier C facility. The naval station maintains a net LNG storage capacity of 59,921 MMBtu and consumes an average of 2,850 MMBtu daily to support its power generation needs. While no specific contract value is mentioned in the RFI, the substantial volume requirements and specialized delivery logistics suggest this will be a significant procurement opportunity for qualified LNG suppliers.
