About this opportunity

The U.S. Air Force Life Cycle Management Center (AFLCMC) Intelligence, Surveillance and Reconnaissance & Special Operations Forces Directorate is conducting market research through this Request for Information to identify potential sources for Submersible Outboard Engines and Ancillary Equipment for Combat Rubber Raiding Craft boats used by Special Warfare personnel. The engines must meet specific capability requirements including propelling craft with 1,500 pounds payload at minimum 15 knots in Beaufort wind force rating 3, submersibility to minimum 10 feet for 10 minutes, electric and emergency pull-start capabilities, and air-deployment capability from 1,200 feet altitude. This RFI is issued solely for informational and market research purposes and does not constitute a formal solicitation or commitment to procurement. Interested vendors must submit a 15-page capabilities package that includes company details, rough cost estimates, current capabilities, commercial solution information, warranty terms, potential product improvements, and associated risks. The response deadline is 12:00 PM Eastern time on September 12, 2025.

This opportunity does not utilize any set-aside designations and encourages broad industry participation from both U.S. and non-U.S. firms, with stated preferences for small businesses and various socio-economic certifications. No current contractors or incumbents are identified in the documentation, and no specific award values or budget ranges are disclosed as this is purely a market research initiative. The RFI does not specify quantities of engines required or provide detailed timeline information for potential future services, focusing instead on gathering industry capabilities and pricing information to inform the government's acquisition strategy development. The engines are intended to support Special Warfare personnel conducting inflatable boat operations and training in accordance with Air Force Instructions 10-3504 and 16-1202, supporting both Combat Rubber Raiding Craft operations under Unit Type Code 81ERC0 and SCUBA operations support under UTC 81ESC0.
