About this file

This is a Request for Information (RFI) and Market Research Notice issued by the Space Rapid Capabilities Office (SpRCO) for SWAN (Space Warfighting Architecture Navigator) Expansion and SpRCO Portfolio Transformation Support. The RFI is for planning purposes only and does not constitute a binding commitment to contract. The Government will not reimburse respondents for preparation costs.

The SpRCO seeks vendor capabilities to support four core objectives over a 12-month period: (1) expanding the existing Government-owned SWAN model and database to include SpRCO priority mission threads with comprehensive tradespace analysis, system/subsystem program milestone data, and sustainment dependencies; (2) providing portfolio optimization and decision support through funding scenario modeling, mission ROI analysis, and decision materials for POM tradespace discussions; (3) prioritizing Science & Technology activities, modeling and simulation analysis, intelligence collection, and readiness/sustainment needs based on SWAN mission thread analysis; and (4) transforming SpRCO acquisition processes and operating models to enable rapid, mission-informed decision-making through organizational design, talent strategies, program acceptance processes, and personnel training. Potential work products include SWAN analytical outputs and database updates, PAE portfolio assessments, future-state operating model designs, organizational charts, talent strategies, transformation roadmaps, implementation plans, and balanced scorecards of KPIs. Responses must address corporate information (firm name, CAGE code, SAM.gov registration, point of contact), commerciality and market vehicles (availability on GWACs, GSA schedules, or DAF contract vehicles including OASIS, Alliant 2, ASTRO, or SpRCO IDIQs), technical and analytical experience with mission thread decomposition and Government-Owned Capabilities integration, and strategic portfolio capabilities including POM tradespace modeling and up to three relevant contract references from the past three years. The Government currently anticipates NAICS code 541611 (Administrative Management and General Management Consulting Services, $24.5M size standard) but welcomes alternative NAICS code recommendations with justification. Capability statements must be submitted in PDF format to Jennifer Wilterdink and Austin Black at the provided Space Force email addresses no later than November 13, 2026 at 5:00 PM MST.

REQUEST FOR INFORMATION (RFI) / MARKET RESEARCH NOTICE

NOTICE Type: Request for Information (RFI) for Space Warfighting Architecture Navigator

(SWAN) Expansion and Space Rapid Capabilities Office (SpRCO) Portfolio Transformation

Support

1.0 Disclaimer & General Information

This is a Request for Information (RFI) / Market Research notice issued in accordance with FAR

10.001(c) for planning purposes only. This notice does not constitute a Request for Proposal

(RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), nor does it restrict the

Government to any ultimate acquisition approach. Responses to this notice are voluntary and do not commit the Government to contract for any supply or service. The SpRCO will not reimburse respondents for any costs associated with preparing or submitting responses to this RFI.

2.0 Core Requirements & Objectives

The Government is seeking information from capable vendors who can perform the following four core objectives over a potential 12-month period. The SpRCO intends to use these insights to inform wargames, modeling and simulation (M&S), and intelligence collection gap analysis, and to highlight sustainment and readiness priorities. The SpRCO aims to mature both its analytics and data capabilities while simultaneously re-engineering workflows within SpRCO

PAEs and programs, as well as between SpRCO, service force design units, and budget decision-makers.

• Objective 1: SWAN Model and Database Expansion: Expand the mission thread analysis from the existing Government-owned SWAN model and database to include SpRCO priority mission threads, enabling comprehensive tradespace analysis across the SpRCO capability set. Decompose prioritized space-centric and SpRCO mission threads, validate metrics with operators, and collect system/subsystem program milestone data (including

DOTmLPF-P and sustainment dependencies) to expand the SWAN database.

• Objective 2: Portfolio Optimization & Decision Support: Provide decision support on prioritized SpRCO missions, mission areas, and programs to support acquisition funding and decision timelines. Model funding scenarios (using sandboxes to analyze disconnects, initiatives, and offsets), conduct SpRCO mission ROI analysis, and develop decision materials to support SpRCO POM tradespace discussions and defend budget submissions.

• Objective 3: S&T and Sustainment Prioritization: Use SWAN-based mission thread analysis to prioritize demands for Science & Technology (S&T) activity, M&S analysis, intelligence collection, and readiness/sustainment needs for SpRCO programs, and analyze readiness/sustainment impacts on SpRCO-centric mission capabilities.

• Objective 4: Acquisition Process & Operating Model Transformation: Transform SpRCO acquisition and analytics processes (including organizational structures, roles, responsibilities, and workflows) to enable rapid, mission-informed decision-making and optimal funding allocation. Evaluate SpRCO PAE portfolios, design SpRCO and PAE operating models, develop people and talent strategies, define processes for program acceptance and capability trades, and train SpRCO personnel on mission thread analysis.

3.1 Potential Work Products

In support of the core objectives outlined above, potential work products may include:

• SWAN analytical outputs and database updates for SpRCO current and future portfolios, focused on priority space-centric mission threads.

• Syndication and alignment materials for SpRCO leadership regarding future PAE stand-up and implementation.

• Portfolio assessments and criteria for future SpRCO portfolio composition, leveraging inputs from the Space Warfighting Analysis Center (SWAC), the Space Security and

Defense Program (SSDP), and relevant Combatant Commands (COCOMs).

• Future-state operating model designs spanning from SpRCO program introduction through sustainment.

• Future-state organizational charts and capability gap analyses based on the updated

SpRCO mission remit.

• Future-state talent strategies and stakeholder engagement plans for SpRCO.

• A phased SpRCO transformation roadmap defining key activities, milestones, and dependencies.

• Detailed implementation plans for specific initiatives, including designated SpRCO owners and quantitative impact metrics.

• A balanced scorecard of transformation KPIs to measure success at both the initiative and

SpRCO enterprise levels.

4.0 Streamlined Questionnaire (FAR 10.001(d) Compliant)
